exeter city council is seeking to appoint a suitably experienced organisation or group of providers who can demonstrate the ability to deliver a flexible and effective city-wide rough sleeping prevention team and commit to working with the council to end rough sleeping in the city by the end of 2024. for the purposes of this service ending rough sleeping means preventing it wherever possible. where it cannot be prevented, prevention means making it a rare, brief, and non-recurrent experience.
