⑴ Official in charge of disbursement of the procuring entity : Kazushi Inoue in charge of Finance of Osaka Prefectural Police Headquarters.
⑵ Classification of the products to be procured : 26
⑶ Nature and quantity of the products to be purchased : All electricity supplies in Osaka Prefectural Police Academy (Initial Education and Training Dept., Specialized Education and Training Dept.), Police Dog Training Center, First Riot Police Force and Third Riot Police Force.
⑷ Delivery period : From April 1, 2022 to March 31, 2023.
⑸ Delivery place : As shown in the tender documentation.
⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tenders are those who :
① Do not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under conservatorship or persons under Assistance who obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Have Grade A, B or C "Manufacture of product" or "Sale of product" in terms of the qualification for participating in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2019, 2020, 2021.
④ Are not being suspended from transactions by request from the officials in charge of contract.
⑤ Are not the business operators whose management is practically controlled by gangsters or a person who has been excluded from government procurement by Japanese government.
⑥ Are not excluded from participating in the bidding d on the Outline of the Measures for Expulsion of Boryokudan from Public Works in Osaka Prefecture, Osaka Prefectural Ordinance of Expulsion of Boryokudan from Public Works, or do not fall under the category stipulated in the Appendix of the said Outline.
⑦ Have registered in accordance with Article 2-2, Electricity Utilities Industry Law.
⑧ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order
