⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Prove to have no false statement in tendering documents. ④Prove neither the business condition nor credibility is deteriorating and prove to perform the contract appropriately. ⑤Not be during a period of receiving the nomination stop from Ministry of Health, Labor and Welfare. ⑥Have Grade A, B or C on "offer of services (business lines should be "Building management and other maintenance/management operations")" in Tohoku Area in terms of qualification for participating in tenders by Ministry of Health, Labor and Welfare (Single qualification for every ministry and agency) in the fiscal years 2019 2020 and 2021. ⑦Join social insurances (employees' pension insurance, health insurance (governed by Japan health insurance association), sailors insurance, national pension, worker's accident compensation insurance and employment insurance), and not have arrears of insurance premiums of joined institution (except those who have no obligation to join).
