Furthermore, minors, Person under conservator ship or Person under Assistance that obtained the consent necessary for concluding acontractmaybeapplicableundercasesof

special reasons within the said clause, ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting, ③satisfy the Grade A, Grade B qualification that is "Manufacture of products" or "Sale of product" in the Kanto・Koushinetsu district.
