1. The Bureau of Fisheries and Aquatic Resources (BFAR) of the Department of Agriculture, through the General Appropriations Act for 2022 intends to apply the sums of THIRTY MILLION TWO HUNDRED NINETY-THREE THOUSAND NINE HUNDRED FORTY-FOUR PESOS (Php 32,293,944.00) ONLY being the ABC to payments under the contract for Bid Reference No. 2021-34 end “HIRING OF DA-BFAR SECURITY SERVICES FOR THE PERIOD OF JANUARY 2022 TO DECEMBER 31, 2022”

2. Bids received in excess of the ABC shall be automatically rejected at bid opening.

3. The Bureau of Fisheries and Aquatic Resources (BFAR) of the Department of Agriculture now invites bids for the above Procurement Project. Delivery of the Goods shall be in accordance with the delivery schedule under Section VI, Schedule of Requirements. Bidders should have completed, within the years stated in the ITB Clause 5.3 from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

5. Interested Bidders may obtain further information from the procurement activity given below and inspect the Bidding Documents at the address given below.

6. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon payment of a non-refundable Bidding Document fee in the amount stated above. The BFAR shall allow the bidder to present its proof of payment for the fees through electronic means.

7. The Bureau of Fisheries and Aquatic Resources (BFAR) of the Department of Agriculture will hold a Pre-Bid Conference using “Zoom” application which shall be open to interested bidders. Please see the table below.

8. Bids must be duly received by the BAC Secretariat through Electronic submission in accordance with the BFAR BAC procedure for online bidding indicated in “Annex A - Bidder’s Kit II to VI” simultaneously with the submission of the printed copies as indicated in the BDS Clause 15. The bids must be submitted on or before the deadline of the submission of the bids.

Bids will be opened in the presence of the bidder/s or their representative/s who will attend via Zoom. Late bids shall not be accepted.

9. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

10. Bidders are advised to familiarize themselves with the BFAR-BAC procedure for online bidding as well as for the printed copies as provided under ITB Clauses 10 and 11.

11. The Bureau of Fisheries and Aquatic Resources (BFAR) of the Department of Agriculture reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
