1. The Department of Transportation (DOTr), through the National Expenditures Program (NEP) subject to the approval of CY 2022 GAA, intends to apply the sum of Fifty-Four Million Seven Hundred Seventy-Four Thousand Nine Hundred Ninety-Three Pesos (Php54,774,993.00) being the ABC to payments under the contract for the Lease of Transport Service Provider for the DOTr-Central Office with Project ID No. BAC-CO-GS-2022-04. Bids received in excess of the ABC shall be automatically rejected at bid opening. The duration of the contract is for Ten (10) months (March to December 2022) which shall commence upon deployment of the transport service.

2. The DOTr now invites bids for the above Procurement Project. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from the DOTr thru telephone or email at the provided contact details and inspect the Bidding Documents uploaded at the DOTr website (www.dotr.gov.ph) and at the website of the Philippine Government Electronic Procurement System (PhilGEPS)(www.philgeps.gov.ph).

5. A complete set of Bidding Documents may be downloaded free of charge from the websites of the Philippine Government Electronic Procurement System (PhilGEPS) (www.philgeps.gov.ph) and the website of the DOTr (www.dotr.gov.ph) from 24 December 2021 until 10:30 AM of 18 January 2022, provided that bidders shall pay the non– refundable fee for the Bidding Documents in the amount of Twenty-Five Thousand Pesos (Php25,000.00) not later than the submission of their bids. Bidders’s authorized representative shall present a government ID and shall submit a duly signed authorization letter with a copy of a government ID of the one who issued the authorization.

Provided, however, that the bidder shall fill-up the Order Form through https://bit.ly/DOTr-BD-OPF prior to making deposit and shall immediately send a copy of the bank-validated deposit slip and a document showing nature/detail of the deposit payment to the Accounting Division at accounting@dotr.gov.ph and bacsec@dotr.gov.ph. Authenticated copies of the aforesaid documents shall be submitted to the Accounting Division through mail or other similar means. Please be advised that for bank-deposit transaction, Accounting Division shall only furnish the bidder with a copy of an Acknowledgment Receipt with Control Number recognizing the deposit made for the payment instead of an Official Receipt (OR) within five (5) working days from receipt of the required documents.

6. The Department of Transportation (DOTr) will hold a Pre-Bid Conference through video conference via Google Meet on 05 January 2022 at 9:30 AM. The said Conference can be viewed via Facebook Live at DOTr’s Official Facebook Page at Department of Transportation-Philippines (@DOTrPH). Interested bidders are requested to register at https://bit.ly/REG-PREBID-EPA2022 to be properly acknowledged during the meeting of the BAC.

7. Bids must be duly received by the BAC Secretariat BAC Secretariat at Office Building 2529 BAC Secretariat Division, DOTr Compound, Apo Court along Sergio Osmeña Street, Clark Freeport Zone, Pampanga on or before 18 January 2022, 10:30AM. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
