1. The Philippine State College of Aeronautics, through the Corporate Budget for the contract approved by the governing Boards intends to apply the sum of Twenty Two Million Pesos (PhP 22,000,000.00) being the ABC to payments under the contract for the Supply, Delivery and Installation of Turbo JetTrainer with Reheat for the Philippine State College Of Aeronautics - Institute of Engineering and Technology /PB2021-G-09. Bids received in excess of the ABC shall be automatically rejected during bid opening.

2. The Philippine State College of Aeronautics now invites bids for the above Procurement Project. Delivery of the Goods is required within One Hundred Eighty (180) calendar days. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

B. Project Details and other Requirements

1. Other Project Requirements

The project will cover the installation of the equipment such as electrical wiring, cables and outlets, water supply and drain, oil vent and exhaust duct system shall be completed within the project duration requirement.

2. Allocated Budget for the Contract

The allocated budget for this project is TWENTY-TWO MILLION PESOS (22,000,000.00 Php) inclusive of taxes and other product, delivery and installation expenses.

3. Project Completion Period

Philippine State College of Aeronautics is expecting that the jet engine, installation and other required ancillaries will be delivered within 180 calendar days upon receipt of Notice to Proceed (NTP). The project will be declared complete if and only if the jet engine and other required ancillaries are properly installed and fully functional.

4. Delivery Place

The product is expected to be delivered at Philippine State College of Aeronautics,

Piccio Garden, Villamar, Pasay City.

5. Other Inclusive Services

The supplier also delivers the other inclusive packages such as but not limited to the following:

a. Faculty Training for not less than thirty (30) faculty members

b. Equipment maintenance and calibration for five (5) years

c. Product manuals and other supplemental manuals

d. Textbooks or experiment books related to the equipment

6. Warranty

a. Five-year warranty for the product and other accessories

C. Documentary Requirements

1. Requirementsof Product Providers

a. If the bidder is a Foreign Manufacturer

• Document showing the list of accredited service centers (owned or leased)

• Must be at least ISO 9001:2015 certified.

b. If the bidder is a First Tier Distributor

• Valid appointment of the bidder as First Tier Distributor issued by the manufacturer.

• Must be capable to deliver faculty training for faculty members and students, whether inside or outside the school premises. All trainers who will conduct and facilitate the training must be authorized and certified by the manufacturer.

• Supplier or distributor must be capable of delivering after sales maintenance, service and support.

• Submit 100% credit line certificate equivalent to approved budget ceiling (ABC).

• Proof showing that the manufacturer has been in the business manufacturing laboratory equipment for at least 15 years.

2. Post Qualification Parameters

Bidders shall provide a product demo (either actual or recorded) and brochures showing the conformity in the requirements and specification of the equipment.

3. Requirements if awarded the contract

a. For the purpose of information on the parts, components, systems, maintenance and operation of the jet engine with reheat shall be provided. Publications/Manuals shall be prepared in English language with electronic copies.

b. Technical Documents and Publication for the purpose of operation, maintenance and troubleshooting of the jet engine with reheat and its attendant support requirement will be provided such as but not limited to:

1. Maintenance/Troubleshooting Manual

2. Experiment/Laboratory Manual

3. User's Guide Manual

The supplier shall ensure that any discrepancy due to material failure shall be corrected and delivered to the end user at supplier's expense 30 calendar days upon the receipt of Notice of Discrepancy from Philippine State College of Aeronautics.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from Philippine State College of Aeronautics and inspect the Bidding Documents at the address given below during 9:00 AM to 5:00 PM.

5. A complete set of Bidding Documents may be acquired by interested Bidders on December 23, 2021 from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos, PhP 25,000.00. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person.

6. The Philippine State College of Aeronautics will hold a Pre-Bid Conference on January 3, 2022 (Monday) at 9:00 AM at the PhilSCA Multi-Purpose Hall, Ground Floor of Building – B, PhilSCA, Piccio Garden, Villamor, Pasay City which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before 12:30 PM on January 17, 2022 (Monday). Online or electronic submission of bids is not permitted. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on January 17, 2022 (Monday) at 1:00 PM at the given address below. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The Philippine State College of Aeronautics reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
