2. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”. The Contract shall be awarded to the Lowest Calculated Responsive Bid (LCRB) who was determined as such during post-qualification.

3. Interested bidders may obtain further information from the End-user stated above and inspect the Bidding Documents at the address given below during weekdays from 8:00 AM to 5:00 PM.

4. A complete set of Bidding Documents may be acquired by interested bidders on February 15, 2022 – March 9, 2022 from given address and upon payment of the applicable fee for the Bidding Documents not later than the submission of their bid, pursuant to the latest Guidelines issued by the GPPB.

5. The Municipal Government of Laak, Davao de Oro – BAC will hold a Pre-Bid Conference on February 23, 2022 (10:00 AM) at BAC Secretariat Office, Mun. Hall Building, Laak, Davao de Oro, which shall be open to prospective bidders.

6. Bids must be duly received by the BAC Secretariat, at the office address as indicated below through manual submission and at laakbacsecretariat@gmail.com for electronic submission, fifteen (15) minutes before opening of bids. Opening and evaluation of bids will be on March 9, 2022 at 1:30 PM. Late bids shall not be accepted. All bids must be accompanied by a bid security in any of the acceptable forms. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

7. Bidders shall submit one (1) original copy, one (1) copy 1 and one (1) copy 2 certified true copies of Technical and Financial Components of the bid. The original copy of the bid shall be handwritten and limited to two (2) decimal places in amount and shall be signed by duly authorized representative.

8. Failure to attached any requirement or any missing, incomplete or patently insufficient document is a ground for outright rejection of the bid.

9. The Municipal Government of Laak- BAC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
