The Citizens’ Assembly is seeking services relating to facilitation and note taking for 2 Citizens’ Assemblies which will run concurrently as follows:

• a Citizens’ Assembly on Biodiversity (Assembly A) comprising 100 members randomly-selected to be representative of the Irish population; and 

• a Citizens’ Assembly to consider the type of directly elected mayor and local government structures best suited for Dublin (Assembly B) comprising 80 members from the Dublin region. 

The dates of the weekend meetings have not yet been confirmed but as a guide, the meetings will be scheduled along the following lines: 

• Assembly A: 4 two-day meetings (Saturday and Sunday) between mid-May and November (excl. July & August); 

• Assembly B: 3 t and categorising wo-day meetings (Saturday and Sunday) between end-April and end-June.

The weekend meetings will be a mixture of expert presentations, question and answer sessions and debates, roundtable discussions and plenary sessions. 

The roundtable discussions will be private sessions where the members have the opportunity to discuss a particular topic in smaller groups (5-8 people). This is a key element of the Citizens’ Assembly as it allows the citizens to collectively reflect on the information they have heard, exchange views, deliberate and agree on recommendations.

Tenderers must include all costs in the Pricing Schedule at Appendix 2.
