The ministry anticipates entering into a contract with an effective date of April 1, 2022 to March 31, 2023, with an option to renew or extension at the sole discretion of the Ministry. FLNRORD is seeking a firm that is able to deliver a select list of projects (MPB and Wild Fire Recce Surveys, Regen/FG Surveys, Treatment Plans, Layout, RESULTS entries, GIS related work and contracts supervision if requested by the Ministry representative), and as such, interested Proponents must indicate past success in administration of similar programs in their response as such experience will be highly rated.

The Contractor shall provide the following Services:

a) MPB and Wildfire surveys Recce - approx. 3000 ha;

b) Stand Maintenance Survey (FG, Regeneration) plots- approx. 1500 ha;

c) Stand Maintenance Survey walkthrough ( brushing, regeneration) approx. 3200 ha;

d) Forest Health Surveys (Dothistroma and Hemlock Looper)- approx. 1000 ha;

e) MPB/Wildfire Layout Boundary (Mechanical Site Preparation) - approx. 100 km (this will require ribboning, paint and GPS);

f) MPB/Wildfire Layout Roads - approx. 30 km;

g) MPB/Widfire FLTC Treatment Plans - approx. 500 ha;

h) Site prep contract supervision and implementation approx. 500 ha

i) Spring Planting - contract supervision, The Contractor must ensure the current Plant Wizard program access- approx. 2.2 mln trees;

In addition to the above listed services the proponent may be requested by the Ministry Representative to work on the following projects:

a) Overview planning;

b) Access management planning and implementation;

c) Visual Quality Assessment were required for sites designated for site prep contracts

d) Archeological Impact Assessment if needed for areas designated for site prep contracts

e) Other duties if requested by the Ministry representative.

A Proponents' meeting will be held February 21, 2022, at 10:00 am at

A tran or minutes of the meeting will be posted on BC Bid. Attendance is mandatory. The Proponent must submit a RFP Receipt Confirmation form, please see section 8. Only those Proponents who have submitted this form to the Ministry by end of day Monday, February 14, 2022, will be able to submit a proposal. Oral questions will be allowed at the Proponents' meeting. However, questions of a complex nature, or questions where the Proponent requires anonymity, should be forwarded in writing, prior to the meeting, to the Government Contact. The Province will post questions and answers on the BC Bid website.
