1. The National Food Authority (NFA) – Region VIII, through its Corporate Operating Budget for the year 2022 intends to apply the sum of EIGHTEEN MILLION TWO HUNDRED NINETY-SEVEN THOUSAND TWO HUNDRED FORTY pesos ( PHP 18,297,240.00), being the Approved Budget of the Contract (ABC), under the contract for Security Services for NFA-Region VIII. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The NFA-Region VIII now invites bids for the above Procurement Project. Provision of the Security Services is required by April 1, 2022 until December 31, 2022. Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly in Section II (Instruction to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Prospective Bidders may obtain further information from NFA-Region VIII and inspect the Bidding Documents at the address given below during Monday to Friday at 8:00 AM to 5:00 PM.

5. A complete set of Bidding Documents may be acquired by interested Bidders on February 19, 2022 (Mondays to Fridays, except holidays) until March 14, 2022 until 9:30 AM, from the given address below during regular work hours, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos (P25,000.00).

It may also be downloaded free-of-charge from the websites below, subject to the payment of applicable fee for the Bidding Documents not later than the deadline of submission of bids in order to participate in the bidding process.

The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile, or through electronic means.

6. The NFA-Region VIII will hold a Pre-Bid Conference on Feb. 28, 2022, 01:00 PM at

the NFA Regional Office, Pawing, Palo, Leyte, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before March 14, 2022, 09:30 AM. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on March 14, 2022, 10:00 AM at NFA Regional Office, Pawing, Palo, Leyte. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The NFA-Region VIII reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
