⑸ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :

① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.

② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

③ A supplier shall meet all of the qualifications as specified in items (ⅰ) through 〓 below, in accordance with the types of services as set forth respectively in the specification sheets. A tender by a supplier qualified under the "single qualification for every ministry and agency" is accepted at the time and place specified in the "Notice concerning qualification for tender participants" dated March 31, 2022. A tender by a supplier qualified under the "qualification for participating in tenders related to the Ministry of Finance" is accepted at the time and place specified in the Kanto Local Finance Bureau website.

(ⅰ) In the case of a supplier who renders "monitoring services," such supplier shall have Grade A, B or C for the classification of "garden works" or Grade A, B, C, or D for the classification of "general civil works" as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022, or Grade A, B, C or D for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area.

(ⅱ) In the case of a supplier who renders "mowing and maintenance services," such supplier shall have Grade A or B for the classification of "garden works" or Grade A, B, C or D for the classification of "general civil works" as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022, or shall have Grade A, B or C for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area.

(ⅲ) In the case of a supplier who renders "services of laying weed-preventing sheets", such supplier shall have Grade A, B or C for the classification of "garden works" or Grade A, B, C or D for the classification of "general civil works" as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022, or shall have Grade A, B, C or D for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area.

(ⅳ) In the case of a supplier who renders "fence building services," such supplier shall have Grade A or B for the classification of "garden works," or Grade A, B, C or D for the classification of "general civil works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022.

(ⅴ) In the case of a supplier who renders "services of preparation and installment of signboards," such supplier shall have Grade A, B or C for the classification of "garden works," or Grade A, B, C or D for the classification of "general civil works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022, or shall have Grade A, B, C or D for the classification of "provision of services, etc.," as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area.

(ⅵ) In the case of a supplier who renders "tree cutting services," such supplier shall have Grade A or B for the classification of "garden works," or Grade A, B or C for the classification of "general civil works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022.

(ⅶ) In the case of a supplier who renders "garbage disposition services," such supplier shall have Grade A or B for the classification of "garden works" or Grade A, B, C or D for the classification of "general civil works" as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022, or shall have Grade A, B or C for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area.

(ⅷ) In the case of a supplier who renders "nest removal services," such supplier shall have Grade A, B or C for the classification of "garden works" as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022, or shall have Grade A, B, C or D for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2019, 2020 and 2021, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area.

(ⅸ) In the case of a supplier who renders "sediment removal services," such supplier shall have Grade A, B, C or D for the classification of "general civil work," or Grade A or B for the classification of "scaffolding, civil works, concrete works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022.

(ⅹ) In the case of a supplier who renders "simple treatment services on slopes", such supplier shall have Grade A, B, C or D for the classification of "general civil work", or Grade A, B or C for the classification of "scaffolding, civil works, concrete works", as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022.

〓 In the case of a supplier who renders "services for shutting opening parts of buildings," such supplier shall have Grade A, B or C for the classification of "garden works," or Grade A, B, C or D for the classification of "general civil works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2021 and 2022.

④ Have not received suspension of designated contractor status, etc. from any ministry or agency (including person specially qualified by officials in charge of disbursement of the procuring entity).

⑤ A supplier whose business situation or trustworthiness is deemed not to have significantly deteriorated, and whose proper performance of a contract can be guaranteed.

⑥ A supplier who has been given the tender documentation.

⑦ Submit a detailed statement of bidding article, also serving as a written guarantee, which is judged to be in conformity with the specifications defined by the relevant authorities.
