⑷ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①not comeunder Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③have Grade A in the public tender qualification category of Offer of services etc. by Organizations related to the Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024. ④prove to have no false statement in tendering documents. ⑤prove neither the business condition nor credibility is deteriorating. ⑥for bidders subject to the following insurance system and it is not in arrears either of insurance premiums of labor insurance and Welfare annuity insurance, Health insurance, Seamen's insurance or National pension (2 insurance year for the last two years of the bid submission dead line of this bid). ⑦Are not being suspended from transactions by request of the officials in charge of contract. ⑧meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting.
