④ not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned.

⑤ The person who obtained a bid manual from the person of ordering directly.

⑥ Being a company who has proved the service performance that meets the following requirements that have been carried out continuously for one year or more after 2007, by October 5, 2022. Have a track record of providing connection services that guarantee communication bandwidth of full double 100 Mbps or more as an internet connection service

⑦ Being a company that can take the following system regarding this service

・Always secure a communication system from supervisors

・Securing a response system in the event of an emergency or failure 24 hours a day, 365 days a year.

⑧ Being a registered or notified company as a telecommunications carrier

⑨ Satisfy the technical specifications shown in the special specifications
