⑷ Basic requirements of the procurement :

A Request system integrates the three elements of the clinical care system and nursing system and the medical accounting system. The request system must comprehensively support the medical business of the University of Miyazaki Hospital, and it has the ability to smooth operation and supervision of the hospital business.

B Request system should have comprehensive security management functions. Comply with all medical laws and regulations, including the Act on the Protection of Personal Information, and comply with various guidelines. In particular, it must meet all of the "Guidelines for safety management of medical information systems" and "Guidelines for safety management of information system and service providers that handle medical information".

C Request system must include, as the clinical medical care function, basic patient information, reservations (outpatient, inpatient, the other departments consultation, etc.), test (specimen, physiological test, radiation, blood transfusion, pathology, etc.), preion (inpatient, outpatient, etc.), injection (outpatient, inpatient, hospital pharmacy, etc.), treatment (outpatient, ward treatment, radiation therapy, endoscopic, dialysis, rehabilitation, etc.), blood transfusion, surgery, dental treatment, nursing task, patient movement (admissions, discharges, change of ward or department, change of the attending physician, change of room or bed, sleepover, etc.), meal order, doctor task, medical team task, diagnosis by ICD10 code, diagnosis procedure combination code (DPC) by the Ministry of health, Labour and welfare, DPC determining factor, clinical trial.

D Request system must equip the architecture of data storage, extraction, usage with the optimal granularity and availability, and must equip the analysis of disclosure and risk factors of medical information, and external evaluation. Request system must have a function for patient electronic clinical record by the format specified by our university.

E Request system must equip a clinical path function by using an electronic clinical record function and an clinical ordering function.

F Request system is an open system that can support multiple vendors, and can be used by connecting to the departmental system or modality currently in operation via the in-hospital network. Also, if data communication between departmental systems and requesting systems is required, please provide information on the communication protocols and interface specifications required to achieve this.

G Request system must be avoided redundant input by effective utilization of data which can be realized by mutual cooperation between request system and subsystems of request and current one.

H Request system must equip functions which can avoid clinical risks about patient identification information. The ordering must be operated under executing input with time stamp, executing staff and executed place which required for safety and accuracy management, and must equip time course views and logs about changing and browsing of the content of orders.

I Request system has a patient confirmation function using a patient's medical examination ticket and wristband, a bedside work support function such as injection by a portable device including a smart device, blood transfusion, patient authentication/implementation verification such as blood sampling, photography, and medical record deion.

J Request system must equip functions of patient reception and care accounting for inpatient and outpatient, under "method of calculating the amount of expenses required for medical treatment in accordance with the provisions of the Health Insurance Law" by Ministry of Health, Labor and Welfare.

K Request system must equip generating function of electronic receipts in consumption related accounting and DPC accounting, and must equip automated comprehensive ordering data input and storage for hospital management accounting.

L Request system must equip the function of returning receipt management, generating precise disease explanation, receipt assessment management, mixed accounting and etc.

M Request system must save the business labor of patient reception and cash dealing by connecting automated reception machine, cash dispenser and patient guidance systems.

N Request system must generate data set defined by general clinical accounting interface which was created by common software WG of the old national university hospital committee.

O The terminal of the request system should be unified in operability and provide a comfortable working environment. In addition, provide integrated functions to realize centralized management of each terminal. In addition, it is possible to distribute and manage the version of extended basic functions and patches of terminals and client applications.

P Request system must inherit whole resource (stored data) of current system completely, and must equip all or more functions of current system, and must equip additional functions required. Request system, in addition, must possess scalability and flexibility for future requirements of functions.

Q Request system must store whole clinical data in remote area as general data format which ensure the readability. All information must be provided when data transfer from request system to other systems is necessitated. The data transfer by third party vender must be permitted.

R Request system must have system configuration for avoiding operational interruption in case of system trouble and maintenance, and must possess sufficient operational response.

S Request system should have a remote backup function compatible with the National University Hospital Medical Information Backup Project (The Gemini Project) so that the continuity of medical information can be maintained even in the event of a disaster.

T Maintenance system and educational system must be provided and performed in request system.
