① not come under Article 5 of the Regula tion concerning Contract for National Hospital Organization (NHO). Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;

② not come under Article 6 of the Regulation concerning Contract for NHO ;

③ have Grade A, B or Cin "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Singl e qualification for every ministry and agency) in Tohoku Region ;

④ It must be a person as the general elec tric utility d on regulations of the electricity enterprises act who is doing d on regulations of permitted person or this law as for specific scale electric entrepreneur's wrriten report.
