The above-named Authorities (the Authorities) are seeking civil engineering and building engineering contractors to design and build a building and associated civils infrastructure necessary for a new materials recycling facility in Coventry capable of processing between approximately 150 000-175 000 tonnes of recyclable materials p/a (MRF).

The Authorities will incorporate a special purpose vehicle (AssetCo) which will own the MRF and enter into the contract(s) to develop the MRF with the preferred bidder(s). Each Authority will be a shareholder of AssetCo and enter into a supply contract with AssetCo to supply recyclable materials to the MRF for at least 20 years.

The Authorities reserve the right to invite other local authorities to participate in the project as a shareholder of AssetCo and to supply additional recyclable materials to the MRF and to invite commercial third party waste providers to commit to supply recyclable materials to the MRF.
