Health and Social Care Northern Ireland (HSCNI) are currently planning for the implementation of encompass, an Electronic Health and Care Record (EHCR) that will underpin the service transformation and healthcare needs of the population of Northern Ireland. The contract for provision of the preferred EHCR solution was awarded to Epic in May 2020.

HSCNI is currently considering options for securing expert data migration services and is seeking submissions from potential suppliers as part of a pre-procurement market sounding exercise to establish functional capability and a range of costs for services to meet its requirements.

The purpose of this RFI is to:

(i) assess the marketplace to determine the scope of expert electronic data migration services and supporting tools which are currently available;

(ii) gain an understanding of where, how, over what timescales and at what costs, these services have supported electronic data migration of healthcare data in delivery organisations of a similar or larger scale to HSCNI;

(iii) gain an indication of the pricing structures and likely cost of expert electronic data migration services and tools to support the migration of data from a range of currently operational healthcare systems into encompass;

(iv) gain information on recent developments and innovations in data migration solutions specifically for transfer of healthcare data to an EHCR;

(v) obtain an understanding of suppliers’ experience in relation to archiving legacy healthcare data, the types of technology and services available and the associated costs.
