The authority requires suppliers to provide external independent investigation services relating to complaints of bullying, harassment or sexual misconduct, raised under the Independent Complaints and Grievance Scheme (ICGS). The authority will consider submissions from organisations able to provide sufficient investigators to investigate many of the expected cases but will also consider submissions from individuals who would only expect to investigate a small number of cases each year.
