The Sustainable Authority of Ireland (SEAI) is Ireland’s national energy authority investing in, and delivering, appropriate, effective and sustainable solutions to help Ireland’s transition to a clean energy future. SEAI works with Government, homeowners, businesses and communities to achieve this, through expertise, funding, educational programmes, policy advice, research and the development of new technologies. SEAI is funded by the Government of Ireland through the Department of Communications, Climate Action and Environment. SEAI intends to appoint a service provider to develop a new Public Sector Monitoring and Reporting IT System. This system will allow Public Bodies and other organisations to monitor organisational energy performance and report on associated carbon emissions and energy efficiency gains. The system to be developed will comprise of the following modules: a Web Application to allow organisations input their energy consumption data, a Data Import Engine to allow SEAI to import data from the meter operators, a Calculations Engine to perform energy consumption calculations, a Data Store and Reports. A detailed IT specification of key system modules has been developed by SEAI and will be provided to the successful tenderer. The System will be developed and delivered in phases over a 10 year period (up to 2030). The contract term will be for a maximum 4 years. The estimated contract value is €4,000,000 excluding VAT.
