The EPA plans to redevelop its See it? Say it! app from the beginning. The existing code is not available. This tender is for the development of a new app and the deployment of it i.e. make it available for download.
The app needs to be available and usable on iOS, Android and Windows Phone mobile devices.

Documentation on the full technical setup/configuration and source code is required as part of the tender.
On-going support and maintenance (including appropriate updates for a 4-year term) is required.

The EPA seeks to include possible potential future enhancements of the app, as deemed appropriate by the EPA (to a maximum of 5 days for the purpose of this tender response).
