⑴ Official in charge of disbursement of procuring entity : Makoto YANO, Chairman, Research Institute of Economy, Trade and Industry, Incorporated Administrative Agency (RIETI)
⑵ Classification of the products to be procured : 71, 27
⑶ Nature and quantity of the service to be procured : Seminar management and e-mail newsletter deliver system service, which includes members' data management.
⑷ Delivery period : From the day of contract through March 31, 2024
⑸ Work place : As specified in the tender documentation
⑹ Qualification for participating in the tendering procedures :
① RIETI shall not allow any party who has been adjudicated incompetent or quasi-incompetent, or a bankrupt party who has not been rehabilitated, to participate in the tendering unless there is a special reason.
② RIETI may preclude any party who is deemed to fall under any one of the following deions from participation in tendering for two years from the date of the occurrence of the action described in the following respective items. The same shall apply to those who hire any party as an agent, manager or employee.
A)Party who intentionally executed construction work or production with poor workmanship, or committed dishonest acts concerning the quality or quantity of goods in the course of performance under a contract ;
B)Party who disturbed enforcement of fair competition, impaired fair pricing, or conspired with others to gain improper profits ;
C)Party who blocked a successful bidder from executing a contract, or prevented a contractor from performing his/her obligations under a contract ;
D)Party who prevented staff members from performing their duties in exercising supervision or making an inspection ;
E)Party who failed to perform his/her contractual obligations without just cause ;
③ Have the Grade A, B or C in services offered in terms of the qualification for participating in tenders (Single qualification for every ministry and agency) and can provide information processing services.
