⑹ Qualification for participating in the tender : Suppliers eligible for participating in the proposed tender shall :

① not fall under Article 70 of the Cabinet Order on Budgets, the Settlement of Accounts, and Accounting, provided that this shall not apply to those who are minors, under curatorship, or under assistance and have obtained consent required for concluding an agreement ;

② not fall under Article 71 of the Cabinet Order on Budgets, the Settlement of Accounts, and Accounting ;

③ be graded A, B, C, or D in "Renting" of articles to be procured etc., with qualification type "Providing Service etc.", according to the qualification for participating in tenders set forth by Ministry of Health, Labour and Welfare (unified qualification for all ministries and agencies), and have a qualification for participating in tenders in Chugoku Region ; and

④ have any other necessary qualification set forth by the contract manager.
