1. The Zamboanga City Special Economic Zone Authority and Freeport (ZAMBOECOZONE and Freeport Authority), through the General Appropriations Act (GAA) C.Y. 2021 intends to apply the sum of One Hundred Nine Million Seven Hundred Ninety Nine Thousand Nine Hundred Thirty Six Pesos and 09/100 (Php 109,799,936.09) being the Approved Budget for the Contract (ABC) to payments under the contract for One (1) Lot Concreting of Road (Phase 6) at ZAMBOECOZONE 2nd Industrial Park, per Purchase Request (PR) No. 011-03-2021. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The ZAMBOECOZONE and Freeport Authority now invites bids for the above Procurement Project. Completion of the Works is required within Three Hundred Forty (340) Calendar Days. Bidders should have completed a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Interested bidders may obtain further information from ZAMBOECOZONE Authority Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the 3rd Floor, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City, during office hours (8:00 AM – 3:00 PM).

5. A complete set of Bidding Documents may be acquired by interested bidders on March 31, 2021 – April 19, 2021 at the 3rd Floor, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City, during office hours (8:00 AM – 3:00 PM) and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (Php 50,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees either in person, by facsimile, or through electronic means.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

6. The ZAMBOECOZONE and Freeport Authority will hold a Pre-Bid Conference on April 8, 2021, Thursday, 9:30 AM at Ground Floor, Conference Room, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City, which shall be open to all prospective bidders. In compliance to Anti COVID-19 Health protocol guidelines, the number of representatives per prospective bidder shall be limited to two (2) persons with mask and face shield.

7. Bids must be duly received by the BAC Secretariat through manual submission at the Reception Lounge, Ground Floor, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City, during office on or before April 20, 2021,Tuesday, 9:30 AM (Philippine Standard Time). Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.

9. Bid opening shall be on April 20, 2021, 9:30 AM at Ground Floor, Conference Room, ZAMBOECOZONE Administration Building, ZCSEZA 1, San Ramon, Talisayan, Zamboanga City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. In compliance to Anti COVID-19 Health protocol guidelines, the number of representative per prospective bidder shall be limited to One (1) person with mask and face shield.

10. All bids shall be accompanied by a sworn affidavit of the bidder that they are not related to the Head of the Procuring Entity, members of the BAC, the TWG, and the BAC Secretariat, the head of the PMO or the end-user unit, the project consultant, by consanguinity or affinity up to the third civil degree (GPPB Circular No. 04-2020). Failure to comply with the aforementioned provision shall be a ground for the automatic disqualification of the bid in consonance with Section 30 of the 2016 Revised IRR of R.A. 9184. Failure to disclose and intentional concealment of this fact will warrant the Authority to blacklist the bidder.

All bids shall be accompanied by a photocopy of Certificate from the Department of Labor and Employment (DOLE) that the company and its project engineer passed the Construction Occupational Safety and Health Standards of DOLE. Construction projects shall have a safety engineer. Attach proof of Training.

11. The ZAMBOECOZONE and Freeport Authority reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
