FABRICATION & INSTALLATION OF TRAFFIC SIGNAGE

The Municipality of Leyte, through its Bids and Awards Committee intends to apply the sum of Two Hundred Thirty Thousand Pesos (Php230, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the “Fabrication & Installation of Traffic Signages” located at Brgy. Poblacion, Leyte, Leyte with project duration of 60 calendar days, specified hereunder:

1. The Local Government Unit of LEYTE, intends to apply the sum above-stated being the Approved Budget for the Contract (ABC), to payment under the contract for the above-mentioned contract. Bids received in excess of the ABC shall be automatically rejected at the bid opening.

2. The Local Government Unit of LEYTE, now invites bids for the abovementioned deion of works. Completion of the Works is required for the above stated contract duration. Bidders should have completed at least one (1) contract that is similar to this project(s), equivalent to at least fifty percent (50%) of the ABC. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II – Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion in the Eligibility Check and Preliminary Examination of Bids as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), other known as the “Government Procurement Reform Act”.

4. Interested Bidders may obtain further information from Local Government Unit of LEYTE and inspect the Bidding Documents at the address given below from 8:00 a.m. – 5:00 p.m.

5. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of Five Hundred Pesos (Php500.00). Bidders can make payments for the purchase of the Bidding Documents at Treasurer’s Office of the Local Government Unit of Leyte. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.

6. Bids must be delivered to BAC Office, of the Local Government Unit of Leyte. All bids must be accompanied by a bid security in any of the acceptable forms in the amount stated in ITB Clause 18, OR Bid Securing Declaration, pursuant to GPPB Resolution No. 01-2014 dated 23 May 2014. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

7. To bid for this Contract a Contractor must submit a Net Financial Contracting Capacity (NFCC) at least equal to ABC and the Original Receipt (OR) for payment of bidding documents before dropping of bids. Bidders shall likewise submit their bids through their duly Authorized Liaison Officer(s) only as specified in the Contractor’s Information (CI). Submission of Letter of Intent (LOI) is no longer required to participate in the bidding, pursuant to D.O. No. 64, Series of 2012 and per Department Memo dated 17 December 2012, lifting the deferment in the implementation of Section C.3 of D.O. No. 64, series of 2012.

8. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference (s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

9. The Local Government Unit of LEYTE, reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without incurring any liability or obligation to the affected bidder or bidders.
