INVITATION TO BID FOR

2021-024, COMPLETION OF CONSTRUCTION OF NEW MIDSAYAP MEGA MARKET (PHASE 2), MARKET SITE, POBLACION 1, MIDSAYAP, COTABATO UNDER DESIGN AND BUILD SCHEME

1. The MUNICIPAL GOVERNMENT OF MIDSAYAP, through the General Fund CY2017 (1011-1-07-04-040; P95,000,000),CY 2021 (1-07-04-040; P40,000,000), CY 2022 ( 1-07-04-040; P 60,200,000) and 20% EDF CY 2022 (8919; P14,800,000) intends to apply the sum of Two Hundred Ten Million Pesos & 0/100 Only (P 210,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the said project with ID No. 2021-024. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The MUNICIPAL GOVERNMENT OF MIDSAYAP now invites bids for the, COMPLETION OF CONSTRUCTION OF NEW MIDSAYAP MEGA MARKET (PHASE 2), MARKET SITE, POBLACION 1, MIDSAYAP, COTABATO UNDER DESIGN AND BUILD SCHEME. Completion of the Works is required within Five Hundred Fifty (550) Calendar Days. Bidders should have completed a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from BAC Secretariat Office and inspect the Bidding Documents at the address given below during 8 A.M – 5 P.M.

5. A complete set of Bidding Documents may be acquired by interested Bidders on April 15, 2021 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (P50,000.00). The Procuring entity shall allow the bidder to present its proof of payment for the fees if it will be presented in person.

6. The Municipal Government of Midsayap will hold a Pre-Bid Conference on April 30, 2021 @ 10:00 A.M. at Mayor’s Conference Room, 2/F Municipal Hall Building, Poblacion 3, Midsayap, Cotabato, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before May 14, 2021 @ 9:30 A.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

Bid opening shall be on May 14, 2021 @ 10:00 A.M. at Mayor’s Conference Room, 2/F Municipal Hall Building, Poblacion 3, Midsayap, Cotabato. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

8. The Municipal Government of Midsayap reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
