Design & Build for the Proposed Conversion of Unit 2d into Airborne Isolation Ward, Conversion of Doctor's Quarters to 35 Bed Patient Ward, Expansion of Emergency Room, Construction of Water Storage Tank, Fire Pump System, Water Distribution System and Pump Room Serving PD/Baxter Warehouse, Field Modular Hemo-Facility and Dormitory at National Kidney and Transplant Institute (NKTI) Complex - East Avenue, Diliman, Quezon City

The Department of Public Works and Highways (DPWH) Central Office, through the RA 11494 or Bayanihan to Recover as One Act under SARO- BMB-B-20-0018166 which is an allocated budget to NKTI, intends to apply the sum of PHP 83,982,131.50 being the Approved Budget for the Contract (ABC) to payments under the contract for Design & Build for the Proposed Conversion of Unit 2d into Airborne Isolation Ward, Conversion of Doctor's Quarters to 35 Bed Patient Ward, Expansion of Emergency Room, Construction of Water Storage Tank, Fire Pump System, Water Distribution System and Pump Room Serving PD/Baxter Warehouse, Field Modular Hemo-Facility and Dormitory at National Kidney and Transplant Institute (NKTI) Complex - East Avenue, Diliman, Quezon City, Contract ID No. 21Z00003. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The Bureau of Construction through the DPWH Central Office Bids and Awards Committee for Civil Works now invites bids for the hereunder Works:
Name of Contract : Design & Build for the Proposed Conversion of Unit 2d into Airborne Isolation Ward, Conversion of Doctor's Quarters to 35 Bed Patient Ward, Expansion of Emergency Room, Construction of Water Storage Tank, Fire Pump System, Water Distribution System and Pump Room Serving PD/Baxter Warehouse, Field Modular Hemo-Facility and Dormitory

Locations : National Kidney and Transplant Institute (NKTI) Complex - East Avenue, Diliman, Quezon City

Scope of Works : Design & Build for the Proposed Conversion of Unit 2d into Airborne Isolation Ward, Conversion of Doctor's Quarters to 35 Bed Patient Ward, Expansion of Emergency Room, Construction of Water Storage Tank, Fire Pump System, Water Distribution System and Pump Room Serving PD/Baxter Warehouse, Field Modular Hemo-Facility and Dormitory
Approved Budget for the Contract : PHP 83,982,131.50
Contract Duration : 240 calendar days


Bidders should have completed a contract similar to the Project, covering both detailed engineering design and construction, with a cost equivalent to at least fifty percent (50%) of the ABC. The eligibility requirement is contained in the Bidding Documents (BD), particularly, in Section II - Instructions to Bidders (ITB).
2. An interested civil works contractor who has no experience in DB projects on its own may enter into subcontracting, partnerships, or joint venture with design or engineering firms for the design portion of the contract. Bidding will be conducted through open competitive bidding procedures using non- discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) 9184, otherwise known as the “Government Procurement Reform Act.”
3. (a) Bidding is open to Filipino citizens/sole proprietorship, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
(b) Bidding is also open to foreign bidders in joint venture or partnership with Filipino bidders with at least sixty percent (60%) interest or outstanding capital stock belonging to Filipino bidders in accordance with section 23.4.2.1.e of the revised IRR of R.A. 9184.
(c) Joint ventures/consortia among Filipino contractors and consultants or among Filipino/ foreign contractors and consultants shall be allowed subject to pertinent laws and the relevant provisions of the IRR of R.A. 9184. The joint venture/consortia shall be jointly and severally responsible for the obligations and the civil liabilities arising from the design and build contract: Provided, however, That Filipino ownership or interest thereof shall be at least sixty percent (60%): Provided further, That joint ventures/consortia in which Filipino ownership or interest is less than sixty percent (60%) may be eligible where the structures to be built require the application of techniques and/or technologies which are not adequately possessed by Filipinos and that Filipino ownership or interest shall not be less than twenty-five percent (25%): Provided, finally, that when the design services in which the joint venture wishes to engage involve the practice of professions regulated by law, all those who will actually perform the services shall be Filipino citizens and registered professionals authorized by the appropriate regulatory body to practice those professions and allied professions and where foreign designers are required, the foreign designer must be authorized by the appropriate Philippine Government professional regulatory body to engage in the practice of those professions and allied professions.
4. In accordance with DPWH D.O. No. 195, Series of 1992, pursuant to the provisions of R.A. 544, the procurement and employment of corporations as consultants for the Detailed Engineering Design component of this project is not allowed.
5. Prospective Bidders should be registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB License Category of at least B and Size Range of at least Medium “A” for Buildings.
Contractors/applicants who wish to participate in this bidding are encouraged to enroll in the DPWH Civil Works Application (CWA) at the DPWH Procurement Service (PrS), 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila, while those already enrolled shall keep their records current and updated. The Contractor’s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further post-qualification. Information on registration can be obtained from the PrS during working weekdays from 7:00 am to 4:00 pm or at the DPWH website www.dpwh.gov.ph.
6. Interested bidders may obtain further information from the Department of Public Works and Highways and inspect the Bidding Documents at Procurement Service, Room 502-C, 5th Floor, DPWH Building, Bonifacio Drive, Port Area, Manila during weekdays from 7:00 am to 4:00 pm.
7. A complete set of Bidding Documents may be acquired by interested bidders on April 05, 2021 to April 27, 2021 from the given address above and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PHP 50,000.00.
8. The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
9. The DPWH will hold a Pre-Bid Conference on April 13, 2021, 10:00 A.M. at the Multi-purpose Hall, 5th Floor, DPWH Building, Bonifacio Drive, Port Area, Manila and through videoconferencing via Zoom (Meeting ID: 9352196678 and Passcode: NKTI2021) and live-streamed on Facebook (https://facebook.com/dpwhcobaccw and https://facebook.com/dpwhph) which shall be open to prospective bidders.
10. Bid submission maybe done manually or electronically/online. However, bidders should only select one mode of submission, either manual or electronic. Similar to manual submission, the guidelines for the preparation and submission of an electronic bid are contained in BDS ITB Clause 21.
11. Bids must be duly received by the BAC Secretariat at the address below for manual submission or at electronicbids_co_civilworks@dpwh.gov.ph for electronic submission on or before April 27, 2021, 10:00 A.M.. Late bids shall not be accepted.
12. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.
13. Bid opening (Technical Proposals) shall be on April 27, 2021, immediately after the deadline for the submission of bid, at the Multi-purpose Hall, 5th Floor, DPWH Building, Bonifacio Drive, Port Area, Manila and through Zoom (Meeting ID: 9352196678 and Passcode: NKTI2021) and live-streamed on Facebook (https://facebook.com/dpwhcobaccw and https://facebook.com/dpwhph). Bids will be opened in the presence of the bidders’ representatives who choose to attend.
14. The DPWH reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA 9184, without thereby incurring any liability to the affected bidder or bidders.
