DAVAO CITY FOR THE DEPARTMENT OF INFORMATION AND COMMUNICATIONS TECHNOLOGY (DICT)

Approved Budget for the Contract: ₱81,049,290.00

(Negotiation, Pursuant to Sec. 53.1 of Revised IRR of RA 9184)

1. The Philippine International Trading Corporation (PITC) and the Department of Information and Information and Communications Technology (DICT), through the Locally-Funded NGDC 2017 (PITC AR Ref. NO. 2917 dated 06 April 2018) intend to apply the sum of Pesos: Eighty One Million Forty Nine Thousand Two Hundred Ninety and 0/100 (₱81,049,290.00), being the Approved Budget for the Contract (ABC) to payments under the

contract for Design, Supply, Delivery, Installation, Splicing, Testing, Commissioning, Operation and Maintenance of Brand New Fiber Optic Cable Network in Davao City for the Department of Information and Information and Communications Technology (DICT) under Bid Reference No. GPG-B2-2021-235 Nego (Previous Bid Reference Nos. GPGGPG-B1-2018-523, GPG-B1-2019-332 Rebid and GPG-B2-2020-306 2nd Rebid). Financial

Proposals received in excess of the ABC shall be automatically rejected at proposal opening.

2. The Department of Information and Information and Communications Technology (DICT) through the Philippine International Trading Corporation (PITC) now invite interested Contractors with valid and current Philippine Contractors Accreditation Board (PCAB) License with Classification Category in Specialty with minimum Size Range Small B and License Category C & D with specialty in Telecommunications Infrastructure, to bid for

the above Procurement Project. The PCAB license must indicate “PCAB registered contractor for Government Projects.”

Completion of the Works is required as follows:

a) For the Design, Installation, Splicing, Testing and Commissioning of Brand New Fiber Optic Cable Network in Davao City is two hundred ten (210) calendar days upon receipt of Notice to Proceed.

b) For the Supply and Delivery of Installation Materials and Maintenance Supplies/Equipment, must be delivered and inspected within sixty (60) calendar days upon receipt of Notice to Proceed.

c) For the maintenance of the FOC Network, the duration of the contract is two (2) years after the final acceptance of the FOC Network and ready for light-up.

Project Delivery Site for the Installation Materials and Maintenance

Supplies/Equipment: DICT – Davao, F. Torres St., Davao City

For the list of Project Sites for the two (2) Year Maintenance of DICT-Fiber Optic Cable

Network in Davao City please refer to Annex A of the Terms of Reference.

Bidders should have completed a contract similar to the Project.

For this purpose, contracts similar to the Project refer to contracts pertaining to

maintenance of Fiber Optic Cable network and supply and delivery of FOC Network

Maintenance Supplies and Materials.

3. Negotiation will be conducted through open competitive negotiation procedures using nondiscretionary

“pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Interested Contractors may obtain further information from Philippine International Trading Corporation and inspect the Negotiation Documents at the address given below from Monday to Friday between 9:00AM to 2:00PM.

5. A complete set of Negotiation Documents may be acquired by interested Contractors on 19 April 2021 from given address and website below and upon payment of the applicable fee for the Negotiation Documents, pursuant to the latest Guidelines issued by the GPPB, in a nonrefundable amount

of Pesos: Fifty Thousand Only (₱50,000.00).

The Procuring Entity shall allow the contractor to present its proof of payment for the fees in person or through

electronic means (bac2secretariat@pitc1973.onmicrosoft.com).

It may be also downloaded free of charge from the website of the PhilGEPS and the PITC website. However, only those who have paid the cost of Negotiation Documents at least one (1) day before the submission of their proposals will be allowed for negotiation.

Contractors may pay for the cost of Negotiation Documents thru any of the following modes of payment:

1. Cash Payment

PITC Cashier will be available from Tuesday to Thursday between 10:00 AM to 02:00PM.

OR

2. Cash Deposit

Interested Contractors may send a request letter for Bank Details to the BAC Secretariat c/o Irene G. Alayon at bac2secretariat@pitc1973.onmicrosoft.com. Thereafter, proof of payment must be emailed back to the BAC Secretariat.

However, bidders who bought Bidding Documents for Previous Bid Reference Nos. GPG-GPG-B1-2018-523, GPG-B1-2019-332 Rebid and GPG-B2-2020-306 2nd Rebid may acquire the Bidding Documents free of charge upon presentation of Official Receipt.

6. The Philippine International Trading Corporation will hold a Pre-Negotiation Conference on 26 April 2021, Monday, 10:00 AM through video conferencing via Zoom, which shall be open to prospective Contractors.

For the Pre-Negotiation Conference, Contractors are encouraged to send their authorized technical representatives or personnel who are familiar with the proposal requirements and will prepare the documents for the contractor.

7. Proposals must be duly received by the BAC Secretariat through manual submission at the office address indicated below. Bidders may also submit electronically in accordance with the procedures detailed in Section VII. Advisory. Electronic submission must be received by PITC a day before the deadline for the submission of bids.

9. The Philippine International Trading Corporation reserves the right to reject any and all Proposals, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected Contractor or Contractors.
