CATERING SERVICES FOR BASIC SKILLS TRAINING IN GIANT LANTERN MAKING AND DESIGNING

1. The Local Government Unit (LGU) of Can-avid, Eastern Samar, through the approved allocation from GAD Fund of 2020, intends to apply the sum of Two Hundred Eighty Thousand Pesos (₱280,000.00) being approved budget for the Contract (ABC) for the project end CATERING SERVICES FOR BASIC SKILLS TRAINING IN GIANT LANTERN MAKING AND DESIGNING.

2. . Bids received in excess of the ABC shall be automatically rejected at Bid Opening.

3. The Local Government Unit (LGU) of Can-avid, Eastern Samar now invites bids for the CATERING SERVICES FOR BASIC SKILLS TRAINING IN GIANT LANTERN MAKING AND DESIGNING. Bidders should have completed, within Five (5) years from the date of submission and the receipt of bids, a contract similar to the project.

4. The Bids and Awards Committee (BAC) shall draw up the short list of caterers from those who have submitted (Eligibility documents/ of Interest) and have been determined as eligible in accordance with the provisions of the Republic Act 9184 (RA 9184), otherwise known as the “Government Reform Act”. And it’s Implementing Rules and Regulations (IRR). The criteria and rating System for short listing are:

a. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

b. Bidding is restricted to Filipino citizens/ sole proprietorship, partnership, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

5. The procuring entity shall evaluate bids using the Quality d Evaluation (QBE) Procedure. The procuring entity shall indicate the weights o be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids is provided in the instruction to Bidders.

6. For further information, bidding documents may be downloaded free of charge from the website of the Philippines Government Electronic Procurement System (PhilGEPS). However, the bidder should note that the BAC will only accept bids from those who have paid the non-refundable fee of Five Hundred Pesos (₱500.00) for the bidding documents. Payments will be made at the Municipal Treasurers Office of Can-avid.

Bidding documents may also be obtained at the BAC Secretariat’s Office of LGU Can-avid, Eastern Samar during the regular working hours starting May 3, 2021 until May 17, 2021.

7. The BAC LGU Can-avid will hold a Pre-bid conference on May 4, 2021, 2:00 PM at SB Session hall, 2nd Floor, Municipal Building, Can-avid, Eastern Samar.

8. Eligible and short-listed bidders are required to submit or send the Bidding Documents/ Proposals (1 set original, 2 sets of photocopies) to the office of the BAC Secretariat of the LGU Can-avid on or before May 17, 2021 at 1:00 PM prior to the Opening of Bids at the SB Session hall, 2nd floor, Municipal Building, Can-avid, Eastern Samar. Bids submitted after the prescribed date and time shall not be considered.

9. The BAC of LGU Can-avid reserves the right to accept or reject any bid, to annul the bidding process, and to reject all ids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders
