1. The Department of Public Works and Highways, through SAA NO./SR 2020-03-004420-EXT, intends to apply the sum of ₱ 181,514.67 being the Approved Budget for the Contract (ABC) to payments under the contract for the Design Consultancy Engaging Professional Services For The Electronics Engineering Works - Cluster 20DC001: A. Construction of Regional Police Security and Protection Units (RPSPU) and Presidential Protection Division (PPD) Building under the Police Security and Protection Group (PSPG) - PNP - RPSPU, Cagayan de Oro City B. Rehabilitation of Multi-Purpose Building, Plaza Divisoria Including Construction of Amphitheater C. Proposed Communication Network Structured Cabling of the Two (2) - Storey Depot Building, DPWH X Compound, Engineer's Hill, Bulua, Cagayan de Oro City D. Location: Cagayan de Oro City

ive: 1. To be able to come up with a state of the art electronic and communication engineering design plan, appropriate to the demand of the different building projects mentioned above, responsive to the urgent need of the end users.

2. To be able to come up with a reasonable cost of the electronics engineering design works of the building.

3. To be able to comply with the provisions of the National Building Code of the Philippines (Presidential Decree No. 1096), Electronics Engineering Law (Republic Act 9292), Fire Code of the Philippines (Republic Act 9514), and other Philippine Governing Laws applicable.

4. To be able to secure necessary permit and clearances of the project before and after its implementation.

Interested Consultants must submit their Eligibility Documents on or before 12:00 P.M. on April 22, 2021 at the BAC- Bidding Rm. DPWH Region X, Engineer’s Hill, Bulua, Cagayan de Oro City, Misamis Oriental. Applications for eligibility will be evaluated d on a non-discretionary “pass/fail” criterion.

The Terms of Reference (TOR), Request for of Interest (REI) and Eligibility Forms are now available at www.dpwh.gov.ph and PhilGEPS Websites.

3. The BAC shall draw up the short list of Consulting Firms from those who have submitted (Eligibility Documents/ of Interest) and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its 2016 Revised Implementing Rules and Regulations (IRR). The criteria and rating system for short listing are:

I. Experience of the Firm - 50 points

II. Availability of Required Personnel of the Firm - 20 points

III. Workload - 30 points

Total - 100 points

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 IRR of RA 9184.

Eligible bidders must obtain the passing score of eighty (80) points to qualify in the shortlist.

4. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest of outstanding capital stock belonging to citizens of the Philippines.

5. The Procuring Entity shall evaluate bids using the Quality Cost d Evaluation/Selection (QCBE/QCBS) procedure. The Technical and Financial Proposals shall have weights of 70% and 30%, respectively. Only bids whose technical proposals pass the minimum technical evaluation score of eighty (80) points shall have their financial proposal opened and evaluated. The criteria and rating system for the evaluation of bids are provided in the Instructions to Bidders.

6. The contract duration is 7 Calendar Days.

7. The Department of Public Works and Highways reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
