Invitation to Bid for the Re-Bid for the Supply and Delivery of Digital Microscope 3D with PC and Software for use of Crop Pest Management Division (CPMD)

1. The Bureau of Plant Industry (BPI), through the Bayanihan Act 2/Strengthening of Crop Pest Mgt. Functions & Services of BPI intends to apply the sum of Six Million Three Hundred Thousand Pesos (Php6,300,000.00) being the ABC to payments under the contract for Re-Bid for the Supply and Delivery of Digital Microscope 3D with PC and Software for use of Crop Pest Management Division (CPMD) with ITB PR No. 2667-20BAC. Bids received in excess of the ABC shall be automatically rejected at bid opening

2. The BPI now invites bids for the above Procurement Project. Delivery of the Goods is required within thirty (30) calendar days after receipt of Notice to Proceed. Bidders should have completed, within the last two (2) years (from CY 2019 to present) from the date of submission and receipt of bids, a single contract or an aggregate of two contracts similar to the Project to be bid equivalent to at least twenty-five percent (25%) of the ABC. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from Bureau of Plant Industry – Bids and Awards Committee (BPI-BAC) Secretariat and inspect the Bidding Documents at the address given below from Monday to Friday at 09:00AM to 04:00PM, until before the deadline of submission of bids on April 21, 2021, 01:00PM.

5. A complete set of Bidding Documents may be acquired by interested Bidders on March 26, 2021 – April 21, 2021 from the given address and website below upon payment of a nonrefundable fee in the amount of Ten Thousand Pesos (Php10,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, or through electronic means.

6. The BPI will hold a Pre-Bid Conference on April 07, 2021, 01:30PM at BAC Conference Room, Bureau of Plant Industry, No. 692 San Andres Street, Malate, Manila and/or through video conferencing or webcasting via Google Meet using this : https://meet.google.com/ctk-mxpn-yay, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before 01:00PM on April 21, 2021. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on April 21, 2021, 01:30PM at BAC Conference Room, Bureau of Plant Industry, No. 692 San Andres Street, Malate, Manila. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The BPI reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
