INVITATION TO BID

1. The Provincial Government of Batangas, through the Bids and Awards Committee (BAC), invites all accredited contractors to bid on the following Projects stated below in accordance with the guidelines issued by Republic Act No. (RA) 9184, otherwise known as the “Government Procurement Reform Act”, and its Revised Implementing Rules and Regulations (IRR).

1. Construction of Hospital Facility at Laurel Memorial District Hospital, Brgy. Santor, Tanauan City, Batangas. Php68,000,000.00 General Fund /CAP DEV

2. Construction of HELP Information Management Center at the Provincial Capitol Compound, Brgy. Kumintang Ibaba, Batangas City. Php66,100,000.00 General Fund /CAP DEV

Bids received in excess of the ABC shall automatically be rejected at the bid opening.

2. The price of the bidding documents for each project is Fifty Thousand Pesos (Php50,000.00).

3. Interested bidders may also purchase bidding documents, upon presentation of the Special Power of Attorney or Secretary’s Certificate, whichever is applicable, through personal payment or coursed through bank deposit with the following details:

4. In compliance with the Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines with Amendments as of April 15, 2021 issued by the National Inter-Agency Task Force, all interested bidders coming from outside the Province of Batangas are required to present a Barangay Health Certification certifying that they are not part of the list of Person Under Monitoring to avoid high risk of exposure and transmission of the COVID-19.

5. Complete set of eligibility requirements, bidding documents and other details/specifications of the item/s to be procured may be obtained from Atty. Mariane B. Tingchuy, Head of the BAC Secretariat at 2nd Floor BAC Office, Provincial Capitol Compound, Kumintang Ibaba, Batangas City.

6. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

7. All bids must be accompanied by a bid security in any form allowable by Section 27.2 of RA 9184 and its Revised IRR.

8. The Provincial Government of Batangas will hold a Pre-Bid Conference on May 10, 2021, 2:00pm through videoconference via Zoom which shall be open to prospective bidders to ensure completeness and compliance of the bids.

Moreover, prospective bidders may send clarifications or queries to the BAC with respect to eligibility criteria, and technical and financial components of the Projects in the e-mail address and contact number provided below on or before the date of the Pre-Bid Conference. Zoom will be provided on or before May 10, 2021.

9. Duly accomplished eligibility requirements and bid documents in accordance with RA 9184 shall be submitted in a sealed envelope addressed to BAC Chairman c/o BAC Secretariat on May 24, 2021 (12:30pm – 1:30pm).

10. The Head of the Procuring Entity reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its revised IRR.
