1. The Bureau of Internal Revenue (BIR) National Office, through the General Appropriations Act (GAA) FY 2021 intends to apply the sum of Four Million Eight Hundred Sixteen Thousand Pesos (P4,816,000.00) Only being the Approved Budget for the Contract (ABC) for the Application Support and Maintenance of Taxpayer Service Systems eServices – P.B. No. 2021-03 (Consulting Services).

2. The BIR-NO now invites bids to provide Consulting Services for the Application Support and Maintenance of Taxpayer Service Systems eServices which is needed for sustainability of taxpayer eServices such as Electronic Filing and Payment System (eFPS), eBIRForms System, Accounts Receivable Management System (ARMS) and Electronic Tax Software Provider Certification (eTSPCert) System to ensure that the systems are up and running twenty-four hours a day, seven days a week (24/7).

3. The Consultant shall be selected and employed in accordance with the Quality-Cost d Evaluation/Selection (QCBE/QCBS) procedure as prescribed in the Bidding Documents.

4. This notice has been addressed to the short listed consultant: Primover Consultancy Services, Inc.

5. It is not permissible for you to transfer this invitation to any other consultant.

6. The Bidding Documents may be acquired at Room 1106, 11/F, Procurement Division, BIR-NOB, Diliman, Quezon City from 8:00 a.m. to 5:00 p.m. starting April 29, 2021 to May 20, 2021.

7. The BIR-NO will hold a Pre-Bid Conference on May 6, 2021 at 1:30 p.m. at the 11/F Procurement Division Conference Room, BIR-NOB, Diliman, Quezon City/Thru Zoom Cloud Meeting ( to be emailed), which shall be open to all short listed consultants.

8. Bids must be duly received by the BAC Secretariat at the address below on or before May 20, 2021 at 1:30 p.m. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 15.

9. Bid opening shall be conducted on May 20, 2021 at 1:30 p.m. at the 11/F Training Room, Bureau of Internal Revenue, NOB, Diliman, Quezon City/Thru Zoom Cloud Meeting ( to be emailed). Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the above address. Late bids shall not be accepted.
