INVITATION TO BID FOR THE PROCUREMENT OF GOODS/SUPPLIES FOR THE FOLLOWING PROJECT

The DPWH-Lanao del Norte 1st District Engineering Office, through the following Approved Budget Cost (ABC):

1. Php 1,364,016.64 – Reference No. 21GKG0018 (PR No. 21-03-059)

2. Php 1,935,100.00 – Reference No. 21GKG0019 (PR No. 21-03-066)

Bid received in excess of the ABC for each lot shall be automatically rejected at bid opening.

The DPWH-Lanao del Norte 1st District Engineering Office now invites bids for the following:

1. Reference No. 21GKG0018 (PR No. 21-03-059)- Procurement of Construction Materials and Supplies for use in the 71-X (Special Maintenance) Providing Bituminous Waering Course on Bridge Decks along Malabang-DoblestonTukuran Road, SND, Lanao del Norte, Mala-apo Br. (B001007MN) k1993+368 and Dangolaan Br. (B001008MN) K1994+800

2. Reference No. 21GKG0019 (PR No. 21-03-066)- Procurement of 150 Rolls Mylar (100 micron, 17cmx20m), 15 Tube Toner (KIP770) and 17 Tube Toner (KIP 700) for use in the operation at the Planning and Design Section, DPWH-Lanao del Norte 1st DEO, 0054, Seminary, Drive, Del Carmen, Iligan City

Delivery of the goods is required as specified in the Schedule of Requirement. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project whose value must be at least 50% of the ABC. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (R-IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”

Bidding is restricted to Filipino citizens/sole proprietorships, partnership, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

Interested bidders may obtain information from the Department of Public Works and Highways-Lanao del Norte 1st DEO and inspect the Bidding Documents during Monday to Friday at 8:00 to 5:00 p.m.

A complete set of Bidding Documents may be obtained by interested Bidders starting on April 29, 2021 from the BAC Secretariat, DPWH-Lanao del Norte 1st District Engineering Office, Area Equipment Section, 0054 Seminary Drive, Del Carmen, Iligan City in a non refundable amount of Php 500.00 for item nos. 1-2 to be opened on May 18, 2021, this office.

It may also be downloaded free of charge from the website of the Department of Public Works and Highways-Lanao del Norte 1st DEO and the website of the Philippine Government Electronic Procurement System (PhilGeps), provided the Bidders shall pay the applicable fee for the Bidding Documents not later that the submission of their bids.

Bids must be duly received by the BAC Secretariat at the address below on or before 1:30 p.m. of May 18, 2021. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid Opening shall be May 18, 2021 at 1:31 p.m. at DPWH-Lanao del Norte 1st District Engineering Office, Area Equipment Section, 0054 Seminary Drive, Del Carmen, Iligan City. Bids will be opened in the presence of the Bidder’s representatives who choose to attend. Late bids shall not be accepted.

The Department of Public Works and Highways reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the effected bidder or bidder.
