2. The National Irrigation Administration - Upper Pampanga River Integrated Irrigation Systems, Dam and Reservoir Division (NIA-UPRIIS, DRD), now invites bids for contract for PANTABANGAN DAM COMPLEX (GOODS). Bidders must have an experience of having completed at least one (1) contract that is similar to the contract to be bid, and whose value, adjusted to the current prices using NSO consumer price indices, must be at least fifty percent (50%) of the ABC to be bid. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from National Irrigation Administration - Upper Pampanga River Integrated Irrigation Systems, Dam and Reservoir Division (NIA-UPRIIS, DRD) and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M., Monday to Friday.

5. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount specified above.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the fee for the Bidding Documents not later that the submission of their bids.

6. The National Irrigation Administration - Upper Pampanga River Integrated Irrigation Systems, Dam and Reservoir Division (NIA-UPRIIS, DRD) will hold a Pre-Bid Conference on Friday, May 07, 2021 @ 9:00 A.M at NIA-UPRIIS, DAM & RESERVOIR DIVISION Conference Room, Fatima, Pantabangan, which shall be open to all interested parties.

7. Bids must be delivered to the address above on or before Wednesday, May 19, 2021 @ 9:00 A.M at NIA-UPRIIS, DAM & RESERVOIR DIVISION, Fatima , Pantabangan, N.E.. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bids will be opened in the presence of the company’s owner / general manager who choose to attend at the address below. Late bids shall not be accepted.
