INVITATION TO BID FOR CONTRACT ID NO. 21GSK00008– SUPPLY AND INSTALLATION FOR THE UPGRADING OF 5.0T OVERHEAD CRANE FOR USE IN THE UPGRADING OF EQUIPMENT MANAGEMENT DIVISION SHOP 5.0T OVERHEAD CRANE

The Department of Public Works and Highways-X through various 2020 EAO Dated June 9, 2020 intends to apply the sum of Seven Million Two Hundred Thousand Pesos (P7,200,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Purchase Request No. X11-20-06-235 Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The Department of Public Works and Highways-X now invites bids for 21GSK00008– Supply and Installation for the upgrading of 5.0T overhead crane for use in the upgrading of Equipment Management Division Shop 5.0T overhead crane. Delivery of the Goods is required as specified in the Schedule of Requirement. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

2. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

3. Interested bidders may obtain further information from the Department of Public Works and Highways-X and inspect the Bidding Documents at the address given below during weekdays from 8:00AM-5:00PM.

A complete set of Bidding Documents may be purchased by interested Bidders on May 5, 2021 until before noon of May 25, 2021 from the address below and upon payment for the Bidding Documents in the amount of Ten Thousand Pesos (P10,000.00)

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.

Bidding Documents fee may be refunded in accordance with the aforementioned Guidelines d on the grounds provided for under Section 41 of the Act and this IRR.

4. The Department of Public Works and Highways-X will hold a Pre-Bid Conference on May 12, 2021, 2:00 p.m. at DPWH-10 Bidding Room, 2nd Floor Administration Building, Engineers’ Hill, Bulua, Cagayan de Oro City, which shall be open to prospective bidders.

5. Bids must be received by the BAC Secretariat at the address below on or before noon of May 25, 2021. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause.

Bid opening shall be on May 25, 2021, 2:00pm at DPWH-10 Bidding Room, 2nd Floor Administration Building, Engineers’ Hill, Bulua, Cagayan de Oro City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

6. The Department of Public Works and Highways-X reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
