IMPROVEMENT/UPGRADING OF EVSU MAIN CAMPUS INTERNAL ROAD ALONG WOMENS TECHNOLOGY BUILDING TO EXIT GATE

1. The EASTERN VISAYAS STATE UNIVERSITY, through the REGULAR AGENCY FUND (RAF) FY 2021 intends to apply the sum of P 6,992,789.57 for IB-03-0278-21 VPAFEA IMPROVEMENT/UPGRADING OF EVSU MAIN CAMPUS INTERNAL ROAD ALONG WOMEN’S TECHNOLOGY BUILDING TO EXIT GATE. Being the Approved Budget for the Contract (ABC) to payments under the contract for each lot. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening.

2. The EASTERN VISAYAS STATE UNIVERSITY now invites bids for the above Procurement Project. Completion of the Works is required EVSU, Tacloban City within 90 calendar days from the receipt of Notice to Proceed. Bidders should have completed a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Interested bidders may obtain further information from EASTERN VISAYAS STATE UNIVERSITY and inspect the Bidding Documents at the address given below during office hours from 9:00 A.M. to 5:00 P.M.

5. A complete set of Bidding Documents may be acquired by interested bidders on May 5, 2021 – May 26, 2021 from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos only (Php 10,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through e-mail.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) (www.philgeps.gov.ph) provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

6. The EASTERN VISAYAS STATE UNIVERSITY will hold a Pre-Bid Conference on May 12, 2021, 2:00 P.M. at Eastern Visayas State University Engineering Building 2nd Floor Room 208, Tacloban City, which shall be open to prospective bidders with One (1) representative only per company/organization.

7. Bids must be duly received by the BAC Secretariat at the address below on or before May 26, 2021 at 09:30 A.M. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9. Bid opening shall be on May 26, 2021 at 11:00 A.M. at Eastern Visayas State University Engineering Building 2nd Floor Room 208, Tacloban City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. (Note: Only one (1) authorized representative shall be allowed to attend the conference).

10. A Special Power of Attorney or Authorization Letter duly notarized must be submitted during the submission of bids/opening of bids if the said bidder is represented by their agent or representative, otherwise they will be disqualified

11. A Letter of Intent must be submitted during the purchase of Bidding Documents, otherwise, bidder/s will be not allowed to purchase.

12. The bidder or the authorized representative/agent shall be subjected to temperature check and/ or other disinfection procedures (such as footbath, hand sanitizer, etc.) at the office entry point.

13. A QR Code shall be presented by the bidder or authorized representative to the EVSU Security personnel during the Pre-Bidding Conference, purchase of Bidding Documents, and submission of bids/opening of bids. Absence or lack of the said requirement will not be allowed entry in the University premises. Moreover, wearing of masks and practicing social distancing of about 1-2 meters shall be observed at all times while inside the premise

14. The EASTERN VISAYAS STATE UNIVERSITY reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
