REQUEST FOR OF INTEREST FOR THE PROCUREMENT OF THE SERVICES OF ISO 9001:2015 QUALITY MANAGEMENT SYSTEM (QMS) CERTIFYING BODY FOR THE COMMISSION ON HUMAN RIGHTS REGIONAL AND CENTRAL OFFICES CY 2021

1. The Commission on Human Rights (CHR), through the General Appropriations Act of CY 2020 intends to apply the sum of Three Million Four Hundred Twenty Thousand Pesos (PhP3,420,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract of the services of ISO 9001:2015 QMS certification body for the CHR Regional and Central Offices CY 2021. The ABC is broken as follows:

Lot 1 – P2,880,000.00 – Regional Offices

Lot 2 – P540,000.00 – Central Office

Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The CHR now calls for the submission of eligibility documents for the shortlisting of bidders for the services of certifying body on ISO 9001:2015 for the CHR for Lot 1 and Lot 2 above.

Please see attached terms of Reference (TOR) for the detailed technical specifications of the subject procurement requirement/project. Interested consultants must submit the of Interest using the letterhead of their respective companies on or before 4:00pm of March 30, 2021 through email address procurement.chr@gmail.com. The Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 1:30PM of April 5, 2021 at the Ground Floor, SAAC Building, CHR Office, U.P. Complex, Commonwealth Avenue, Diliman, Quezon City. Applications for eligibility will be evaluated d on a non-discretionary “pass/fail” criterion.

3. Interested bidders may obtain further information from the CHR Procurement Division or BAC Secretariat and inspect the Bidding Documents at the address given below during 10:00AM to 4:00PM from April 5, 2021 to April 27, 2021.

4. A complete set of Bidding Documents may be acquired by interested Bidders from within the period mentioned in item 3 above upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of as follows:

LOT 1 – Regional Offices - Two Thousand Eight Hundred Pesos (PhP2,800.00).

LOT 2 – Central Office - Five Hundred Pesos (PhP500.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of CHR, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

5. The BAC shall draw up the short list of consultants from those who have submitted of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of at least one (1) prospective bidder who will be end to submit bids. The criteria and rating system for short listing are:

a. Work Experience of Qualified Consultant/s

b. Training and competence of Qualified Consultant/s

c. Company Profile (including proof of accreditation from the Department of Trade and Industry – Philippine Accreditation Bureau (DTI-PAB) or the International Accreditation Forum (IAF)

d. Plan of approach and methodology

6. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

7. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

8. The CHR shall evaluate bids using the Quality-Cost d Evaluation/Selection (QCBE/QCBS). using the following rating for the corresponding proposal:

Technical Proposal = 80%

Financial Proposal = 20%

The detailed criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

9. The CHR reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
