REQUEST FOR OF INTEREST (REI)

FOR THE CONSULTING SERVICES FOR THE DETAILED ENGINEERING DESIGN OF THE PROPOSED FLOOD CONTROL PROJECTS IN TUMAGA RIVER BASIN

1. The Department of Public Works and Highways (DPWH) Central Office, through FY 2021 DPWH Infrastructure Program d on the General Appropriation Act (GAA), Republic Act (R.A.) 11518 intends to apply the sum of Php 45,640,000.00 inclusive of 5% contingency being the Approved Budget for the Contract (ABC) to payments under the contract for the CONSULTING SERVICES FOR THE DETAILED ENGINEERING DESIGN OF THE PROPOSED FLOOD CONTROL PROJECTS IN TUMAGA RIVER BASIN. Bids received in excess of the ABC shall be automatically rejected at the opening of the Financial Proposals.

2. The DPWH Central Office now calls for the submission of eligibility documents for:

identified under the master plan and feasibility study for Tumaga River Basin.

3. Prospective bidders must submit their Eligibility and Shortlisting Documents not later than 8:00 AM on May 14, 2021, at Room 502-A, 5th Floor, DPWH Building, Bonifacio Drive, Port Area, Manila.

4. The Request for of Interest (REI), Terms of Reference (TOR), and the Draft Bidding Documents containing the Eligibility, Technical and Financial Bid Forms, and Templates are now available at DPWH and PhilGEPS websites until the deadline of submission and receipt of bids. The above-mentioned documents can be obtained/downloaded free of charge to these websites.

5. Mandatory submission of PhilGEPS Certificate of Registration and Membership (Platinum Membership) as Class “A” document will no longer be a requirement in the determination of the eligibility of the prospective bidder per GPPB Resolution No. 26-2017, dated July 31, 2017. In lieu of the above, prospective bidders are required to submit all Class “A” eligibility documents stated under Section 24.1 (a) of 2016 Revised Implementing Rules and Regulations (IRR), using the forms prescribed in the Eligibility and Bidding Documents.

6. The shortlist shall consist of five (5) eligible bidders who will be end to submit bids. The criteria and rating system for shortlisting are:

I Experience of the Firm - 50 pts.

II Availability of the Required Personnel of the Firm - 20 pts.

III Workload - 30 pts.

Total = 100 pts.

7. A short listed association cannot disassociate from each other; otherwise, its members should be rejected. Neither can a short listed firm be allowed to associate with any other firms.

8. Prospective Bidders must indicate the amount of any of the consulting services listed below for projects undertaken by the firm (DPWH-CONSL-06(TPF2A)-2016: TECHNICAL ASPECTS: EXPERIENCE ON COMPLETED PROJECTS, GOVERNMENT AND PRIVATE) and of all permanent technical staff of the bidder (Curriculum Vitae) on the Eligibility Screening Forms.

8.1 Detailed Engineering Design (DED) of River Improvement Works/Structures (Revetment, Dike, Spur

Dike, Groundsill)

8.2 DED of Urban Drainage (Pumping station, Floodgates, Navigational Gates, Sluiceways and Conduits, Drainage System)

8.3 DED of Dams (Water impounding, Sediment Control, Sabo, Retarding Basin, Irrigation Dams, Hydroelectric power dams)

9. Prospective Bidders must submit a copy of a notarized Contract Agreement and Certificate of Employment of all the staff (key and non-key personnel) as an attachment to the Statement of the Consultant Specifying its Nationality and Profession along with their respective Curriculum Vitae (CV).

10. Bidding will be conducted through open competitive bidding procedures using non-

discretionary “pass/fail” criterion as specified in the 2016 Revised IRR of RA 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest of outstanding capital stock belonging to citizens of the Philippines.

11. The procurement and employment of Corporation(s) as consultant(s) for this project is

NOT ALLOWED.

12. The Technical and Financial Proposals shall have weights of sixty-five percent (65%) and thirty five percent (35%), respectively. Only bidders with technical proposal passed the minimum technical score of eighty (80) points shall be invited for the opening of their financial proposal.

13. The contract shall be completed within ten (10) months.

14. Bidders are prohibited from making or accepting any communication with Members of the BAC, its staff and personnel, Secretariat, Technical Working Group (TWG) and/or observers, regarding matters connected to their bids from submission and receipt of bids until the approval by the Head of the Procuring Entity (HOPE) of the ranking of bidders per Section 33.1 of 2016 Revised IRR of R.A. 9184. However, the BAC, through its Secretariat, may ask in writing the bidder for a clarification of its bid. All responses to requests for clarification shall be in writing.

15. The Department of Public Works and Highways reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
