The City of Guihulngan, through its Bids and Awards Committee (BAC), invites contractors registered with and classified by the Philippine Contractors Accreditation Board (PCAB) to Apply for Eligibility and to bid for the hereunder project/contract:

Name Project : Construction of New Guihulngan Government Complex Phase I (Design and Build)

Site Development (151,326 sq.m.), Construction of Government Center, and Construction of Sports Complex

Project Duration : 1620 CD

ABC : Site Development (151,326 sq.m.) : ₱ 202,000,000.00

: Construction of Government Center : ₱ 174,000,000.00

: Construction of Sports Complex : ₱ 324,000,000.00

Source of Fund : Term Loan – Land Bank of the Philippines

Location of the Project: Brgy. Malusay, Guihulngan City, Negros Oriental

Prospective Bidder should possess a valid PCAB License and must have the experience in undertaking a similar project within the last five (5) years or have completed a similar project at least 50% of the ABC of the Project. Must also have an experience of having satisfactorily completed a single contract similar to the project to be bid, and whose value/ amount is adjusted to current prices using the NSO consumer price indices available at the PHILGEPS website; and have key personnel and equipment available for the execution of the contract. The BAC will use non-discretionary pass/fail criteria as specified in the Revised IRR of RA 9184 in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the Lowest Calculated Bid. Subcontracting will not be allowed.

All particulars relative to Eligibility Screening, Pre-bidding Conference, Eligibility Screening, Bid Security, Evaluation of Bids, Post-Qualification, Performance Security and Award of Contract shall be governed by pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

Pre – Bid Conference - May 5, 2021 at 9:00 A.M.

First Stage of Bidding/ Eligibility Screening of Documents

(Eligibility & Design Proposal) - May 12, 2021 @ 9:00 A.M.

Second stage of Bidding

Deadline of Submission of Bids/ Closing of Bidding Box

(Technical and Financial Proposal) - May 19, 2021 @ 9:00 A.M.

Opening of Bids from eligible bidders as evaluated - May 19, 2021

The bidding documents will be purchased at the BAC Office Guihulngan City Hall, Guihulngan City after payment of Non-refundable fee in the amount of: SEVENTY-FIVE THOUSAND PESOS (₱ 75,000.00) for Bid Documents at the Office of the City Treasurer, this City.

d on the grounds as specified under Sec. 11, Sub-Section 29.2, paragraphs (a) to (d) of the Guidelines for procurement of Infrastructure Projects, the Procuring Entity reserves the right to reject any and all Bids, declare a Failure of Bidding at any time prior to the contract award, or not to award the contract, without thereby incurring any liability and to make no assurance that a contract shall be entered into as a result of the bidding.

Notwithstanding, the eligibility or post-qualification of a bidder, the Procuring Entity concerned reserves the right to review its qualifications at any stage of the procurement process if it has reasonable grounds to believe that a misrepresentation has been made by the said bidder, or that there has been a change in the Bidder’s capability to undertake the project from the time it submitted its eligibility requirements
