The CITY OF MANDALUYONG, through its Bids and Awards Committee (BAC), invites suppliers, manufacturer and distributor to bid for the hereunder project:

Contract Duration : 30 Calendar Days

Approve Budget for the Contract (ABC) : Php 85,147,500.00

Prospective bidders shall meet the following major criteria : (a) prior registration with City Government of Mandaluyong (BAC), (b) Filipino citizen or 60% Filipino-owned partnership, corporation, cooperative, or joint venture, (c) completion of a similar contract with a value of at least 50% of ABC within a period of 2 years, and (d) Net Financial Contracting Capacity (NFCC) at least equal to ABC, or credit line commitment for at least 10% of ABC.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulation (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

Unregistered suppliers, however, shall submit their application for registration and complete requirement to the Bids and Awards Committee (BAC) before the deadline for the receipt of Letter of Intent (LOI). The BAC shall issue hard copies of the Bidding Documents (BDs) at City Budget Department,2/F Executive Building, City Hall Complex, Mandaluyong City, upon payment of non-refundable fee of FIVE HUNDRED PESOS TO SEVENTY FIVE THOUSAND PESOS ONLY (Php 500.00 TO 75,000.00) payable to the City Treasurer, City Government of Mandaluyong (cash or manager’s check only)

The Pre-Bid Conference shall be open only to interested parties who have purchased the bidding documents. Bids must be accompanied by a Bid Security in the amount and acceptable form as stated in Section 27.2 of the Revised IRR. The BAC will undertake post-qualification of the lowest calculated bid.

Bids will be opened in the presence of the bidders’ representative who choose to attend at the address below. Late bids shall not be accepted.
