CONSTRUCTION OF THE THREE STOREY, MEDICAL & TRAINING HOSPITAL, PHASE 1, MSU-MAIN CAMPUS, MARAWI CITY

The Mindanao State University - Main Campus, Marawi City (MSU-Main) through the 2021 General Appropriation Act (GAA) Budget intends to apply the sum of Seventy Four Million Seven Hundred Thousand (₱ 74,500,000.00) as the Approved Budget for the Contract (ABC) for the payment of the Construction of the Three Storey, Medical Hospital & Training Center for MSU Main Campus, College of Medicine, Marawi City. Bid received in excess of the ABC per Lot shall be automatically rejected during the opening of bid.

The MSU-Main now invites bidders to apply for eligibility and to bid for the Construction of the Three Storey, Medical and Training Hospital, Phase 1, for MSU Main Campus, Marawi City with project deion and details of bidding activities shown in table below:

Issuance of Bidding Documents and Eligibility Requirements February 11, 2021 until Deadline for Submission and Receipt of Bids and Eligibility Check, during office hours at SBAC Secretariat, 3rd Floor, Old Administration Building, Antonio Isidro Hall, Office of the Vice President for Planning and Development, MSU-Main, Marawi City

3. Site Inspection From February 11-21, 2021 in the location of the project site stated above

Bid must be delivered at the SBAC Conference Room, 3rd Floor, Old Administration Building, Antonio Isidro Hall, Office of the Vice President for Planning and Development, MSU-Main, Marawi City y, on or before the date and time of submission and receipt of bids.

8. Opening of Bids and Eligibility Check April 1, 2021, 10:00 A.M.

Bid will be opened in the presence of the bidder’s/contractors or his duly authorized representatives who choose to attend at the SBAC Conference Room, 3rd Floor, Old Administration Building, Antonio Isidro Hall, Office of the Vice President for Planning and Development, MSU-Main, Marawi City. Late bid will not be accepted.

1. Bidding will be conducted through open competitive procedures using non-discretionary pass/fail criteria. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-bidding Conference(s), Evaluation of Bids, Post-qualification and Award of Contract shall be governed by the pertinent provisions of Republic Act 9184 (RA 9184) and its Revised Implementing Rules and Regulations (Revised-IRR).

2. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, at least two (2) similar contracts, the aggregate amount of which should be equivalent to at least “fifty percent (50%)” in the case of Non-Expendable Supplies and Services or “twenty-five percent (25%)” in the case of Expendable Supplies] of the ABC for this Project.

3. Bidding is restricted to Filipino citizens/sole proprietorship, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant reciprocal rights or privileges to citizens, corporations, or associations of the Philippines.

4. Interested bidders may obtain further information from the SBAC Secretariat and inspect the Bidding Documents at the Office of the SBAC Secretariat, Office of the Vice President for Planning and Development, 3rd Floor, Administration Building, Mindanao State University, Marawi City, from Monday to Friday during office hours or request for it by emailing the SBAC at sbac.dap@gmail.com. The bidding documents may also be downloaded from the website of the Philippine Government Electronic Procurement System (PhilGEPS), free of charge, provided that Bidder shall pay the nonrefundable fee for the Bidding Documents not later than the deadline of the submission of bid.

5. Pre-bid Conference/s will be opened to all interested parties; however, only those who purchased Bidding Documents can participate in the discussion during the said conference.

6. Bid must be delivered at the Office of the SBAC Secretariat, Office of the Vice President for Planning and Development, 3rd Floor, Administration Bldg., MSU-Main Campus, Marawi City, on or before the date and time of submission and receipt of bid. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

7. Bid will be opened in the presence of the bidder’s/contractors or his duly authorized representatives who choose to attend at the Office of the Vice President for Planning and Development, 3rd Floor, Administration Bldg., Conference Room, MSU-Main Campus, Marawi City. Late bid will not be accepted.

8. The MSU-Main, reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to Award of contract, without thereby incurring any liability to the affected bidder/bidders.
