1. The Department of Public Works and Highways Regional Office XI, Davao City, through its Bids and Awards Committee (BAC), invites bidders to submit bids for the Infra project funded under FY 2021 RA 11518, Design-and-Build (DB) scheme, to wit:

Contract Name/Location : Design and Construction of Two (2) Units Off-Site Modular Hospital (ICU Type) for Covid-19 Patients with Moderate and Severe Cases at Southern Philippines Medical Center, Davao City

Scope of Works : The scope of works of the project is specified in the attached Terms of Reference (TOR).

Approved Budget for the Contract (ABC) : Php 59,830,000.00

Contract Duration : 60 cal. Days

Bids received in excess of the Approved Budget for the Contract (ABC) shall be rejected automatically at bid opening.

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”.

2. Bidders should have completed a contract similar to the Project, covering both detailed engineering design and construction, with a cost equivalent to at least fifty percent (50%) of the ABC. The eligibility requirement is contained in the BDs, particularly, in Section II. Instructions to Bidders (ITB).

3. An interested civil works contractor who has no experience in DB projects on its own, it may enter into subcontracting, partnerships, or joint venture with design or engineering firms for the design portion of the contract.

4. Bidding is open to Filipino citizens/sole proprietorship, partnerships, or organizations with at least Sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

5. Contractors/applicants who wish to participate in this bidding are required to first register with the DPWH Civil Works Registry (CWR) at the DPWH Procurement Service (PrS), 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila, while those already registered shall keep their records current and updated. The Contractor’s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further post-qualification. Information on registration can be obtained from the PrS during working weekdays from 8:00 am to 5:00 pm or at the DPWH website www.dpwh.gov.ph.

6. Interested bidders may obtain further information from DPWH, Regional Office No. XI, Davao City and inspect the BDs at the address given below from 8:00 am to 5:00 pm.

7. If at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor’s fault or negligence pursuant to 34.3(b)(ii)(c) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184, the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the Bid.

8. Interested Bidders may purchase a complete set of the BDs from the address below and upon payment of a nonrefundable fee in the amount of Php 50,000.00. They may also download free of charge from the website of the DPWH, provided that bidders shall pay the fee for the BDs not later than the submission of their bids.

Late submission of bids shall not be accepted.

10. Bid submission maybe done manually or electronically/online. However, bidders should only select one mode of submission, either manual or electronic. Similar to manual submission, the guidelines for the preparation and submission of an electronic bid are contained in the BDS.

11. Bids must be duly received by the BAC Secretariat at the address below for manual submission or at electronicbids_r11@dpwh.gov.ph for electronic submission not later than the date and time of the submission. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 15.

Bid Proposals may be submitted through an authorized representative together with the original Special Power of Attorney (SPA) which is Contract specific and presentation of two (2) valid identification issued by government institution. For participating bidders outside of Davao Region, negative RT-PCR test result taken Twenty-Four (24) to Seventy-Two (72) hours is required upon entering the office premises.

Winning Bidder should have an existing office or must set-up an office within 50-kilometer radius from Davao City to achieve timely coordination in the preparation of detailed engineering designs as well as during construction consideration that travel is restricted during this time of pandemic

12. The Department of Public Works and Highways Regional Office XI, Davao City reserves the right to accept or reject any bid and to annul the bidding process any time before the Contract award, without incurring any liability to the affected bidders, in accordance with the provisions of Section 41 of RA 9184 and its IRR.
