Terms and Conditions:
1. SOFTWARE
1.1. For Ship Bridge Software
Must include multiple exercises, Position Plot, Student Assessment, Anchoring, Waves, Bank and Channel Effect, Mooring and Fenders for the following:

1. Must include multiple exercises/scenarios (for operational and management level competencies)

2. All Desktop Computers must be loaded with Licensed Windows System Software.

3. All Documentation such as Manuals, Training Guides, Exercise Plans, Assessment Plans per course and others will be turned-over by the winning supplier within five (5) days after final acceptance. The supplier is required to submit digital documentations where applicable on DVDROM.

4. The installation of the simulator is the responsibility of the supplier including fabrication of platforms, conduits, required cabling (data and power) and other miscellaneous works related to the operation of the simulator.

5. Mandatory conduct of Maintenance Course for Technicians for two (2) days on-site (venue and schedule to be pre-arranged) on the following:

10. Supplier should be STCW 2010 Compliant.

11. For prospective foreign suppliers, a Technical team d in the Philippines is mandatory in order for the speedy resolution of issues during operation of the simulator.

12. Shipment and payment of tax, customs duties, permits and other clearances will be shouldered by the winning supplier

13. One Hundred Twenty (120) calendar days delivery period.

14. All prices should be quoted in Philippine Currency.

15. Supplier shall provide English user’s manual for each simulator.

16. Supplier shall provide a set up plan for each simulator Five (5) Days after the issuance of Notice to Proceed, subject to the approval of the end-user.

2. The [Zamboanga State College of Marine Sciences and Technology] now invites bids for the above Procurement Project. Delivery of the Goods is required by [One Hundred Twenty (120) Calendar Days]. Bidders should have completed, within [Five (5) years] from the date of submission and receipt of bids, a contract similar to the Project. GUIDELINES ON SUBMISSION AND RECEIPT OF BIDS THROUGH ELECTRONIC MEANS:

1. The bidder shall prepare One (1) e-COPY of its TECHNICAL AND FINANCIAL PROPOSAL in PDF or JPEG format.

TECHNICAL COMPONENT FOLDER
Technical folder comprising the following documents:

Class “A” Documents
Legal Documents
1. (a) Valid PhilGEPS Registration Certificate (Platinum Membership) (all pages); or
(b) Registration certificate from Securities and Exchange Commission (SEC), Department of Trade and Industry (DTI) for sole proprietorship, or Cooperative Development Authority (CDA) for cooperatives or its equivalent document,
(c) Mayor’s or Business permit issued by the city or municipality where the principal place of business of the prospective bidder is located, or the equivalent document for Exclusive Economic Zones or Areas;
(d) Tax clearance per E.O. No. 398, s. 2005, as finally reviewed and approved by the Bureau of Internal Revenue (BIR).

11. The prospective bidder’s computation of Net Financial Contracting Capacity (NFCC);
or A committed Line of Credit from a Universal or Commercial Bank in lieu of its NFCC computation.

Class “B” Documents
12. If applicable, a duly signed joint venture agreement (JVA) in case the joint venture is already in existence; or duly notarized statements from all the potential joint venture partners stating that they will enter into and abide by the provisions of the JVA in the instance that the bid is successful.

These files shall be placed on a PASSWORD PROTECTED FILE named TECHNICAL.

FINANCIAL COMPONENT FOLDER
Financial folder contains the following:
1. Original of duly signed and accomplished Financial Bid Form; and
2. Original of duly signed and accomplished Price Schedule(s).
These files shall be placed on a password protected folder named FINANCIAL

2. The bidder shall create an archived (zip or rar) file with filename following the format “Solicitation Number - Name of Supplier” (e.g. B-038-2020 – Juan Dela Cruz Marketing) containing two (2) password protected folders labelled as TECHNICAL and FINANCIAL.

3. Bids must be duly received by the BAC Secretariat on or before the scheduled Bid Opening as posted. Bidder shall submit all bid proposals through email bac@zscmst.edu.ph or zscmstdbcenter@gmail.com.

4. For modification and withdrawal of electronic bid submission, provision of GPPB Resolution no. 09-2020 item 5.4 shall be observed.

5. The Opening of Bids shall be done virtually via video conferencing. The presentation of bids will be shown in the presence of the Bidders representatives who wish to witness the proceedings virtually. Late bids shall not be accepted. Meeting ID and Password will be given within three (3) days before the scheduled Bid Opening and will be posted in PhilGEPS website.

6. Hard copies of the bidding documents (ORIGINAL, COPY 1 and COPY2) shall be send to the BAC Secretariat three (3) days after the submission of the electronic copies.

7. In the preliminary evaluation of the bids, the BAC shall use the ELECTRONIC COPIES of the bidder in the determination of its compliance of the required technical documents. In case of discrepancy, the ELECTRONIC COPIES will prevail.

8. During the post-qualification evaluation, the BAC-TWG will use the ELECTRONIC COPIES as basis in determining its legal, technical and financial compliance in accordance to RA 9184 and its Implementing Rules and Regulations.

9. Within a non-extendible period of five (5) calendar days from receipt by the bidder of the notice from the BAC that it submitted the Lowest Calculated Bid, the Bidder shall submit its ELECTRONIC COPIES of its latest income and business tax returns filed and paid through the BIR Electronic Filing and Payment System (eFPS) and other appropriate licenses and permits required by law through email to bac@zscmst.edu.ph or zscmstdbcenter@gmail.com.

10. Payment of Bidding documents can be done through bank deposit/transfer. Bank charges, if any, will be borne by the bidder. For more information, please coordinate with the BAC Secretariat:
