PROCUREMENT OF DESIGN AND BUILD OF PROPOSED THREE(3) STOREY MOTORPOOL, ENERGY CENTER AND SUPPORT BUILDING OF VALENZUELA MEDICAL CENTER CY 2021

Public Bidding No. VMC 2021-019

The Valenzuela Medical Center, through the GAA intends to apply the sum of Fifty Million Four Hundred Thousand Pesos Only (P50,400,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Design and Build of Proposed Three(3) Storey Motorpool, Energy Center and Support Building of Valenzuela Medical Center CY 2021. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The Valenzuela Medical Center now invites bids for the above Procurement Project. Completion of the Works is required Three Hundred (300) calendar days. Bidders should have completed a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

2. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

3. Interested bidders may obtain further information from Valenzuela Medical Center and inspect the Bidding Documents at the address given below from May 11, 2021 to June 01, 2021, 10:00 am.

4. A complete set of Bidding Documents may be acquired by interested bidders on May 11, 2021 from given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five thousand Pesos Only (P25,000.00).The Procuring Entity shall allow the bidder to present its proof of payment for the fees to be presented in person, by facsimile or through electronic means.

5. The Valenzuela Medical Center will hold a Pre-Bid Conference on May 20, 2021, 10:00 am at VMC BAC Office, 2nd Floor, Annex 2, Padrigal St., Karuhatan, Valenzuela City and/or through videoconferencing/webcasting via ZOOM or Google Meet, which shall be open to prospective bidders.

6. Bids must be duly received by the BAC Secretariat through manual submission or online or electronic submission on or before June 01, 2021 at 10am at Valenzuela Medical Center, BAC office.Late bids shall not be accepted.

7. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

8. Bid opening shall be on June 01, 2021 at 10am at Valenzuela Medical Center, BAC office and/or throughvideoconferencing/webcasting via ZOOM or Google Meet Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

9. The Valenzuela Medical Center reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
