1. The Armed Forces of the Philippines, through the PAF Bids and Awards Committee (PAFBAC), invites suppliers/manufacturers/distributors to bid for the hereunder projects:

Nomenclature/Activity: PB-PAFBAC-146-21 Procurement of Spares and Services for the Repair and Overhaul of the Propeller Assemblies of C-130B Aircraft #3633

Approved Budget for the Contract: PhP50,000,000.00

Price of Bid Documents: PhP25,000.00

*Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. Prospective bidders should have an experience in similar project.

3. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

5. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No. 9184.

6. Issuance of Bid Documents: April 30-May 20, 2021 at 8:00AM-12:00NN & 1:00PM-5:00PM and May 21, 2021 before 9:15 AM, Monday to Friday (except holiday), PAFBAC Secretariat, PAF Procurement Center Bldg., Colonel Jesus Villamor Air , Pasay City.

7. Pre-Bid Conference: May 7, 2021 at 9:00 AM through Videoconferencing via Zoom Application. (Zoom Meeting ID: 874 5656 0208; Passcode: 267680).

8. Manual Submission of Bids: May 21, 2021 at 9:00 AM, Villamor Air Golf Course, Colonel Jesus Villamor Air , Pasay City. Late bids shall not be accepted.

9. Deadline of Submission of Bids/Opening of Bids: May 21, 2021 at 9:15 AM, Villamor Air Golf Course, Colonel Jesus Villamor Air , Pasay City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

11. The Philippine Air Force reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
