The Manila International Airport Authority, through its Bids and Awards Committee (BAC), invites interested parties to apply for eligibility and to bid for the hereunder services contract:

The prospective Bidder may purchase the Bidding Documents and submit a proposal for all Three (3) lots. Winning bidder/s with most number of K9 Teams that passed the (PQE) will be awarded a maximum of Two (2) Lots. The other Lot/s will be awarded to the second responsive bidder who passed the minimum requirements per Lots.

The Prospective Bidder must have a Single Largest Similar Completed Contract (Hiring or Rental of K9 Explosive Detection Dogs) within the last five (5) years, whose contract price is at least fifty percent (50%) of the ABC per Lot/s to be bid on. The deion of an eligible bidder is contained in the Terms of Reference and Section III. Bid Data Sheet of the Bidding Documents.

The contract shall be for the period of one (1) year, renewable yearly for a maximum period of three (3) years at the option of the Authority.

The Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of the Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”. The bidding is open to all interested parties, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA No. 9184.

Interested bidders may obtain further information and inspect the Bidding Documents at the address, BAC Secretariat Office, 4/F MIAA Administration Bldg., NAIA, Pasay City, during regular office hours.

It may also be downloaded from the website of the PhilGEPS and the website of the Procuring Entity provided that the Bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.

A complete set of Bidding Documents may be purchased by interested Bidders on the date hereunder set out from the address given above. Determine the total amount of the ABC of your chosen lot and use the following price matrix:

The schedule of BAC activities is as follows:

1. Issuance of Bid Documents February 11 to March 17, 2021, during regular office hours

2. Pre-bid Conference February 24, 2021 at 10:00 a.m.,

3. Submission of Bids March 17, 2021 not later than 9:30 a.m.

4. Opening of Bids March 17, 2021 at 10:00 a.m.

The Bids will be opened in the presence of the Bidder’s representative who choose to attend at the address stated above. Late bids shall not be accepted.

The MIAA reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder/s.
