NAV (hereafter called the Contracting Authority) has made major investments that are connected to the existing portfolio and will, therefore, continue its established portfolio at Microsoft.

The Contracting Authority has an Enterprise Agreement (EA/SCE) with Microsoft for the procurement of Microsoft maintenance and software. The contract expires on 31 October 2021.

Tenderers must be able to deliver software maintenance, support, and supplementary licences, services for all of the Microsoft software that the contracting authority has, and other Microsoft software that is offered through Microsoft's volume licence contracts. Tenderers must be able to offer all of Microsoft's volume licence agreements, including, but not limited to:

• Enterprise Enrollment (EA), Server and Cloud Enrollment (SCE);

• MPSA;

• CSP;

• Select.

The contract must have flexibility so that the contracting authority can itself decide when NAV will phase out and in old and new technology. The procurement concerns all products, licences, services, including cloud services that are covered by the portfolio. The tender documentation has LSP status requirements, c.f. the first requirement in Annex 1. A separate contract will be established this year for cloud platform services (IaaS and Paas), the consumption will be added to this contract. The contract also includes services for the entire Microsoft portfolio. Services can include consultancy and technical assistance for the entire product and service spectrum, including assistance with obtaining required information for assessing offered products and services' fulfilment of the personal protection scheme's requirements. The value of Microsoft licences for the contracting authority is estimated to be approx. NOK 600 000 000 to 720 000 000 including VAT. This estimate is only a guideline and is not binding.
