1. The Local Government Unit of Jasaan, Jasaan, Misamis Oriental, through the 20% Development Fund intends to apply the sum of Three Million Nine Hundred Ninety Eight Thousand Six Hundred Eighty Six Pesos and 16/100 (PhP. 3,998,686.16) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Consulting Services for Feasibility Study of Sanitary Landfill at San Antonio, Jasaan, Misamis Oriental (CONTRACT ID NO.: 2021-04- 0401) . Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The Local Government Unit of Jasaan, Jasaan, Misamis Oriental now calls for the submission of eligibility documents for the Feasibility Study of the Sanitary Landfill. Eligibility documents of interested consultants must be duly received by the BAG Secretariat on or before May 20, 2021,11:00 AM and Opening of Eligibility Documents will be at 1:30 PM at the Administrative Conference Room, 2nd Floor, New Municipal Hall Building, Upper Jasaan, Jasaan, Misamis Oriental. Applications for eligibility will be evaluated d on a non-discretionary “pass/fail” criterion.

3. Pre-bid Conference shall be held on May 24, 2021 at 10:00 A.M. at the Mayor’s Conference Room, Jasaan Municipal Hall Building which may be attended by eligible consultants included in the shortlist.

4. Interested bidders may obtain further information starting on May 12, 2021 and obtain a copy of the Eligibility Bidding Documents after paying the cost of PhP. 1,000.00 to the Municipal Treasurer’s Office at the address given below during 8:00 AM - 5:00 P.M (Working Days).

5. A complete set of Bidding Documents may be acquired by shortlisted eligible bidders starting on May 21, 2021 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Five Hundred Pesos and 00/100 (PhP. 5,500.00).

6. The BAC shall draw up the short list of consultants from those who have submitted of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of Five (5) Prospective Bidders who will be end to submit bids. The criteria and rating system for short listing are:

CRITERIA WEIGHT

1. Applicable Experience of the Consultant/ Consultancy Firm 50 points

2. Qualification of the Consultants 40 points

3. Financial and Job Capacity of the Consultant/Consultancy Firm 10 points

TOTAL 100 points

To be eligible, the Bidder or Consultant shall obtain a minimum score of 80% d on the above criteria.

7. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

8. The Procuring Entity shall evaluate bids using the Quality-Cost d Evaluation/Selection (QCBE/QCBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

9. The contract shall be completed within 90 CALENDAR DAYS.

10. The Local Government Unit ofJasaan, Jasaan, Misamis Oriental reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.

11. The Local Government Unit of Jasaan, Jasaan, Misamis Oriental likewise assumes no obligation whatsoever to compensate or indemnify any bidder or winning bidders, as the case may be, for any expenses or loss that the said party/ies may incur in its participation in the pre-bidding and bidding process nor does it guarantee than an award will be made.
