1. The Davao del Norte State College, through the Internally Generated Income intends to apply the sum of One Million Two Hundred Ninety-One Thousand Eight Hundred Ninety-Nine Pesos and 72/100 only (Php 1,291,899.72) being the Approved Budget for the Contract (ABC) to payment under the contract for the Purchase of Common Use Supplies for Fund 164 (not available in the Procurement Service), ITB-2021-10. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Davao del Norte State College now invites bids for the the Purchase of Common Use Supplies for Fund 164 (not available in the Procurement Service), ITB-2021-10. Delivery of the Goods is d on the requirements of Section 5 of the Bidding Document. Bidders should have completed within five years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act.”

Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the Revised IRR of RA 9184.

4. Prospective bidders may obtain further information from Davao del Norte State College and inspect the Bidding Documents at the address given below and other contact information between Mondays – Fridays from 08:00 AM- 05:00 PM.

5. A complete set of Bidding Documents may be acquired by interested Bidders on the address below and upon payment of the non-refundable applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Only (Php 5,000.00). The procuring Entity shall allow the bidder to present its proof of payment for the fees by providing the BAC secretariat a photocopy of the official receipt. Those bidders who cannot visit the college premises may make payments through direct deposit to the procuring entity bank account to be provided by the BAC Secretariat upon request and send an electronic copy of the deposit slip through email to the BAC Secretariat.

6. The Davao del Norte State College will hold a Pre-Bid Conference on May 20, 2021, at 8:00 AM at the Institute of Computing, MAC Laboratory, through video conferencing, which shall be open to prospective bidders.

7. The BAC Secretariat must duly receive bids through manual or courier services submission, on or before June 4, 2021 at 9:00 am. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any way of the acceptable forms and the amount stated in ITB Clause 14.

9. Bid opening shall be on June 4, 2021 at 9:00 am at the Institute of Computing, MAC Laboratory, DNSC, New Visayas, Panabo City, and/or via zoom meeting. Bids will be opened in the presence of the bidders’ representative who chooses to attend the activity.

10. The Davao del Norte State College reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of RA 9184 and its 2016 revised IRR, without thereby incurring any liability to the affected bidder or bidders.
